WHEREAS, lead i a cu ulative poison that occurs primarily
when children e t lea ed paint chips and dust; and
WHEREAS, lead p int h s been banned, but the threat continues
through exhaust conta inates of lead-based gasoline; and
WHEREAS, lead i regu ated by a variety of federal agencies ,
yet, high lead evels are still identified in children; and
WHEREAS, the Le d Coa ition has been effective in lobbying
the State Legis ature to conduct a two-year soil lead survey
and to report s tes w th soil levels of at least 1,000 parts
per million to he Mi nesota Department of Health; and
WHEREAS, the fi al le d report is due to be made to the
Legislature in anuar , 1987 ; and
WHEREAS, the Ci y Cou cil and the Board of Health approved a pilot
project to scre n chi dren and test soils , map soil levels i -
ternally, and i comm' tted to cleaning up contaminated areas
found in the pi ot pr ject area; therefore,
BE IT RESOLVED HAT e City of Saint Paul directs its lobby ng
staff to monit ini iatives taken by the Minnesota Departme t
of Health and e Mi nesota Pollution Control Agency to deve op
lead soil regu ation and support legislation which will pro ide
funding for cl anup f lead-contaminated sites.
