1 WHEREAS, pursuant to Chapter I 10 of the Laws of Minnesota for 1885, the State ofMinnesota authorized the City
2 of Saint Paul to purchase the assets of the "Saint Paul Water Company," and authorized the crearion of the Boazd of
3 Water Commissioners ("Board") to direct and control the organization, which organization has been commonly
4 recognized and done business as the "Saint Paul Water Utility;" and

WHEREAS, pursuant to state and local authorization, the Board has subsequently expanded its water service to serve
customers that ue located outside of the City of Saint Paul, including the cities of: Arden Hills, Falcon Heights,
Lauderdale, Little Canada, Maplewood, Mendota, Mendota Heights, Roseville, and West St. Paul; and
WHEREAS, the Board desires to minimize any confusion or misunderstandings that its customers may have,
especially those located outside of the City of Saint Paul, regarding wheiher their water is provided by the City of Saint
Paul instead of by the Board; and
WHEREAS, the Board also desires to minimize the possibility that a legal claim will be brought against it based on
its apparent association with the City of Saint Paul, and likewise Co minimize the possibility that a legal claim will be
brought against the City of Saint Paul based on the Ciry's apparent association with the Boazd; and
WHEREAS, the Board believes that its business name should reflect its status as an area water services provider, and
that such a change will be beneficial as it seeks to enter into additional agreements to provide quality water services
to more area ciries; and
WHEREAS, on August 10, 1999, the Boazd did adopt Resolution No. 4656, a copy of which is attached, which
resolution authorizes the Board to do business and be commonly knowri as, "Saint Paul Regional Water Services"; and
WHEREAS, as the owner of the Board's assets, the Board has requested that the City of Saint Paul concur and a ant
its approval of Boazd Resolution No. 4656; now, therefore, be it
RESOLVED, that the Ciry of Saint Pau1 does concur and approve of the Board doing business and being commonly
known as, "SAINT PAIIL REGIONAL WATER SERVICES", pursuant to Board Resolution No. 4656.

WI�REAS, pursuant to Chapter 110 of the Laws of Minnesota for 1885, the State of Minnesota
authorized the City of St. Paul to purchase the "St. Paul Water Company," and authorized the creation
of the Board of Water Commissioners (`Boazd") to direct and control the organization, which
