99-896�RIGINAI Council Fi1e Green Sheet RESOLUTION SA{NT PAUL MINNESOTA Presented by: Referred toc Committee: Date 1 2 3 4 5 6 7 8 9 10 11 12 13 14 i5 �s 17 18 19 20 21 22 23 WHEREAS, each year the Water Utility sends about 4,000 notices to customers who have unusually high water coasumption, and WHEREAS, many of these notices are sent because drSpping faucets or leaking toilets can consume many units of water during the three month intervai of ineter reading, and WHEREAS, the Water Utility has proposed a pilot program called WaterWorks to forgive up to one half of the difference between the average normal water and sewer billing and the high billing, up to a maximum of $3Q0 per year, and WHEREAS, persons participating in this pilot program must: • Meet low income criteria • Be single family homeowners • Repair the leaking plumbing fixture, and WI�EREAS, the program will promote water conservarion and reduce sanitary sewer volumes, and WHEREAS, the Board of Water Comsnissioners have approved an expenditure of $5,000 towards this fund. Now therefore be it RESOLVED, that the Council of the City of Saint Paul authorizes the Sewer Urility Fund to contribute $5,000 towards the WaterWorks pilot program. Often this is caused by ieaking plumbing fixtures. To ease the financial burden on these homeowners, the Water Utility is developing a pilot program, modeled after one in Dallas, called WaterWorks. This program will forgive up to one half of the difference between the average normal water and sewer billing and the high biliing up to a maximum of $300 per year per homeowner. As a condition of participating in this program, the homeowner must iirsi fix the leaking plumbing fixture. A separtate companion program involving volunteer plumbers is also being developed to fi ; those leaks. ADVANTAGESIFAPPROVED: • lYs an issue of fairness. Since the Water Utility has a three-month billing cycle, a customer's consumption can double or triple before the Utility notifies them of their excess consumption. • The program is likely to promote water conservation and reduce sanitary sewer volumes. As a condition of obtaining relief, the Water Utility wifl require the customer to repair their feaky plumbing. • Giving customers a break in this way adds humanity and compassion to the City's way of doing business. • Finally, it is seen as good customer relations to be sensitive to their special needs.
