Since that time, the P1 nning ivision has been working with the Minnesota De artment of Transportation and P llutio Control Agency to clarify procedures in doing the Draft EIS. We have arr'ved at concensus on two issues which will make the Dr ft EIS work easier and be more meanin ful . However, in order to strictly adhere to requirements or �nviron ental aw and procedures, the City Council should officially adopt two changes to th EIS S o ing Decision. 1. Noise Monitor Loc tions. In working with the Pollution Control Agency, the two staffs have agree to a ifferent location for one of the noise monitoring sites. (See atta hed le ter signed by the PCA dated August 27, 1986.) The draft resolution reflec s the ecessary changes. 2. Eliminate Alterna ives F 2 and F-3. During preliminary work last Sprin , the Minnesota Departm nt of ransportation requested that alternative conne tions of the Bypass to 5E at rch-Penn be studied. The result was the inclu ion of two elaborate and expens ve connection alternatives (F-2 and F-3) . Sin e then, the Minnesota Dep rtment of Transportation has agreed that studying the e two alternatives is n t nece sary as part of the Shepard/Warner/East CBD By ass EIS. Inst�ad, Mn OT has committed to study the I-35E north corridor in a broader context s arting next year. Pursuing only Alternative F-1 at t is time will not preclude constr ction of an alternative connection in the mid o late 1990s when additi nal I- 5E north reconstruction will be done by MnDOT. The above two ch,anges c n be a complished by adopting the attached draft reso ution. Since the City Cpuncil as alr ady held a public hearing on the Sco in EAW, the City need not hold another to comply with environmental proce ures. With regard to th remov 1 of elternetives F-2 and F-3 from consideration in the EIS. we concur t at this appears to be the most eppropriete course of act on. However, it is el o reco mended that we initiate formal planning efforts on the I-35E elternatives in the ery near Puture. Given the releted issues of the C'ty's proposed East Co o Boule ard and pending ebandonment of the Burlington North rn's rail corridor in t e same vicinity, it is further recommended that we devel a joint planning eff rt to c nsider all of the converging options in the 1-35E/A ch. Penn/Ceyuga area. While we don't e pect e construc�ion stert on 1-35E improvements before 1 96, iL is necessary to et an e �ly start on the planninq process.
