99-883Council File # 1 883 RESOLUTION Pre5ented By Referred to Green Sheet # 100033 1 Wf�REAS, the State of Minnesota has created a Youth Irritiative (Bonding) Crrant 2 Program pursuant to 1996 Laws of Minnesota, Chapter 463, Section 4, to make available State 3 Bond funding for parks and recreation buildings to provide youth enrichment activities during 4 non-school hours, and 5 WF3EREAS, the Saint Paul City Council by its Resolution 97-1576 has approved the 6 following projects: 7 47-01 Neighborhood House/E1 Rio Vista Recreation Center $281,000; 8 97-OS City/Academy - Wilder Recreation Center $485,000; 9 97-07 Frogtown Center for Fanulies / West Minnehaha 10 Recreation Center 11 97-11 Sackett Pazk Restoration 12 97-14 Jimmy Lee Recreation Center $628,000; $ 50,000; $SO�,ODO, 13 WI�REAS, said grant funds will be received by the City via a grant agreement for each 14 project with the State of Minnesota Department of Children, Families and Learning, upon the 15 completion of each project, 16 NOW THEItEFORE BE IT RESOLVED; that the Mayor and the proper City officials are 17 hereby authorized to execute an agreement far each project with the State of Minnesota 18 Department of Children, Families and Learning for its Youth Initiative Program Grant, and 19 FURTHER RESOLVED, that the City of Saint Paul agrees to comply with the 20 requirements ofMinnesota Statute 16A.695 regazding State Bond financed property and agrees 21 to place a deed restriction on the El Rio Vista Recreation Center property, Wilder Recreation 22 Center property, West Minnehaha Recreation Center properiy, Sackett Pazk property and 7immy 23 Lee Recreation Center property such that said properties cannot be sold or otherwise disposed of 24 without the written approval of the Minnesota Commissioner of Finance, and 2 5 FURTHER RESOLVED, that the City of Saint Paul agrees to operate the programs 26 identified for each project and funded by these grants throughout its ownership of applicable 2 7 property or untii there is no longer a public need for programs funded by these grants.
