WHEREAS, the Ci y of S int Paul is regenerating its urban forest, by r moving
trees di eased y Dutc elm disease, and replacing them with a variety of
trees, a a sub tantia cost to the taxpayers of Saint Paul, and
WHEREAS, oak an ash t ees are becoming a dominant species in St. Paul
replacin the e m as p evalent species, and
WHEREAS, each y ar, mo e oaks are killed by oak wilt than elms are kil ed
by Dutch elm di ease, ncluding such years as 1977, when St. Paul alon
lost ove 50,00 elms, and
WHEREAS, ash ye lows i killing large numbers of urban and rural green ash
trees, and
WHEREAS, the Mi nesota State Shade Tree Advisory Committee has prepare its
1986 Rep ,rt to he Min esota Legislature and to the departments of the
state governmen , outl ning a proposed cooperative four-department pro ram
for expa ded as istanc by the state to communities with oak wilt and
ash yell ws pro lems, nd
WHEREAS, the st te dep rtment of Agriculture is requesting the Legisla ure
to fund a $� mi lion p ogram to fight tree diseases, remove dead trees and
plant ne� ones, and
WHEREAS, the Ci y of S int Paul supports funding which will protect ou
urban forest,
THEREFOR , BE I RESOL ED, that the City of Saint Paul support the Dep rtment
of Agriculture' reven e request for $Z million biennial funding for
shade tr e prot ction i 1987-88.
