Presented by Referred To Council File # 99- �'��J Green Sheet # �J � ��, Committee Date 1 WHEREAS, the Saint Paul City Council has adopted a Housing Plan (March 24,1999), as part of the Saint 2 Paul Comprehensive Plan; and 3 WI�REAS, the City of Saint Paul recognizes that over ttrirty yeazs have passed since the original enactrnent 4 of the Federal Fair Housing Act prohibiting discrim;nation in housing; and 5 VVHEREAS, as stated in the Housing Plan, as part of the Saint Paul Comprehensive Plan, the City of Saint 6 Paul's racial and ethnic minorities, the disabled, families with minor children, and other protected classes face acts 7 of discrimination in the housing market; and WHEREAS, overcoming bias must be a joint effort of city, county, state, and federal governments; now, therefore, be it 10 RESOLVED, that the City of Saint Paul hereby establishes a Saint Paul Fair Housing Council; and, be it 11 FURTHERRESOLVED,thattheSaintPaulFairHousingCouncilwillbecomprisedofSaintPaulresidents, 12 and representatives of city government, the private sector, community agencies, and the Minnesota Fair Housing 13 Center; and, be it 14 FURTHER RESOLVED, that the Saint Paul Fair Housing Councii will be j ointly staffed by the City of Saint 15 Paul Human Rights Department and the Saint Paul Housing Information Office; and, be it 16 FUR'I'IIER RESOLVED, that the Saint Paul Fair Housing Council shall advise the City in its ongoing work 17 to identify and overcome unlawful bias through testing, enforcement, planning, education and outreach; and, be it 18 FURTHER RESOLVED, that Saint Paul Fair Housing Council shall monitor and evaluate the City's 19 progress on an annual basis; and, be it 20 FURTHER RESOLVED, that the Saint Paul Fair Housing Council shall present its findings for inclusion 21 in the Housing Action Plan; and, be it q9- 88 FCTRTHER RESOLVED, that the Fair Housing Council shall make such recommendations as may be necessary and proper to fulfill the plan and meet objectives towazds building an inclusive community; and, be it 0 C� FURTHERRESOLVED, thattheFairHousing Council shall follow ChapterA-14.
