RESOLVED, in o der to treat all corner lots fairly and
uniforml� the Counc ' 1 of the City of Saint Paul hereby ad pts
the fol owing poli y with respect to assessments for 1 cal
surface improv ments excluding sidewalks.
C�ORNER LOT L NG SIDE ASSESSMENT POLICY FOR LOCAL
SUR ACE I PROVEMENTS (EXCLUDING SIDEWALKS)
For purpo es of this policy the term "surface improveme ts"
shall meqn al loca surface improvements such as the gra ing
and surfacing of s reets, curbs, gutters, boulevaras, tr es,
lights, Iand urfac draining structures; but specific lly
excluding sid walks. The term "AID streets" shall mean all
Trunk Hi�J hway , Mu icipal State Aid Routes, County High ays
and Count�y Sta e Aid Routes.
This pol cy s ts forth guidelines in which the ong
side of ' cert in re idential properties may be assessed for
frontage in exc ss o 150 feet. This residential long ide
assessment sha 1 be levied against a parcel only if its ong
side abuts a non-A D street which is improved as a re ult
of the ,local impr vement project under consideration for
an asses ment nd t e parcel itself can be reasonably div ded
to provid, at east ne additional lot for development.
I . A c rner arcel shall not be assessed for any sur ace
improveme�t co struc ed on an abutting AID street.
