The Distri�t 12 C mmunit has once again discussed the placement of Ad
Shelters ir� our p anning district. This is the third time we have been
asked about� place ents a the opposition of the Council remains. The
members hav!e aske that communicate our reasons for this:
The Councillisees o need or shelters along this stretch of University
Avenue sinc�e ther are fe people using MTC in this area. As we stated n
October of �985, en the Pelham corner has an average daily ridership o
between 25 �nd 40 er day The MTC has used a minimum of 40 riders in
planning for const uction of shelters. None of the proposed shelter are s
meet these IKTC rid rship equirements.
The Distric� Counc 1 is c rrently working to implement a strategy plan t
enhance the image f the niversity Avenue "Gateway" and the feeling is
that these �d Shel ers wo ld do nothing to further our objectives.
Members of Midway ivic a d Commerce Association are part of our Council
and have end�orsed he str tegy plan for this section of the Avenue. We
also have tw�o memb rs of e District Council on the University Avenue
Development ICounci . Dist ict 12 Community Council believes that the
decision notito ad more s elters represents the wishes of the interested
parties. '

The ads restriQt the view f persons using the shelters and promo e
instances in wF}ich c ime c uld occur . This is a special concern or the
most vulnerabl� sect rs of our society ; women , children , and the elderly .
The shelters al�ong U ivers ty Avenue are also used by persons who re not
waiting for bus�ies , ore s ecifically , they provide shelter for pr stitutes
while performin!ig the ' r act vities . The ads on the shelters allow
prostitutes to �be so ewhat more discreet . The neighborhood has ta en a
firm stand agai'�st p ovidi g them opportunities to expand their "b siness" .
Therefore we are fir in o r request to install the bus shelters w thout ads .

Counclil. e Boar voted to endorse the position of District
12 an�l to o pose lo ating additional Ad Shelters along the Avenue.
We understan the m tter was before the Public Works Committee
on Oc�ober 1 and w'll be before the full Council on October
28. �1e want to reg ster our opposition in this matter both now
