On Februarl 8 , 985 , Cityo uf 5aint Paul , Department of P lic
Works , veh ' cle d iven y employee Edward Tierney made an imp oper
lane chang� in ront f an oncoming vehicle owned by clai ant ,
Dallas Tra sport Ltd. The Dallas vehicle could not stop in time
and our ve�icle struc the Dallas vehicle as it crossed into the
lane. Dal�as T anspo t ' s vehicle was damaged in the amoun of

with Dallas Tran port nd its insurer, The Manitoba Public Ins rance
