Chair�an G assma introduced Councilmember Kiki Sonnen to the
Board Sh exp ained the amendments she is proposing regarding
the c�perat on o the Board of Appeals and Review (BA ) . She
would like to hi hlight a few points ( 1 ) filing fees, hat this
could be hange from time to time by the City Council in a
resol �tion form (2) that notices be sent to Citzens
Parti ipati n Gr ups and to adjacent property owners wi hin 100
feet �of t e pr mises if those would be sent out prior to the
meetir�g an a wr tten staff report be done on each case listing
what iIs bei g app aled and a description of the property and the
surro�lnding land uses. Purpose of proposed changes is because
for �he p st s veral years Community Organizations and the
Neigh orhoo peo le have been concerned about the dete ioration
of Ho sing tock n the city, by getting more informati n out to
the eighb rs t ey would know that is taking place in the
neigh�orhoo .

Harolc� Knu son q estioned the intent on mailing notices o home
owners! with n 100 ft. Kiki Sonnen would like all these ople to
receivle a otice concerning the appellants appeal . Ms. Sonnen

stated that with rezoning the appellant asks for rezoning of
property at a given address, then the Planning Staff does a
property roll from Tax Department as to property owners within
350 feet, this would be a similar situation that would indentify
all property owners within 100 ft. Planning would sent the
mailings labels to BAR for mailing of material for the different
cases.
Ron Glassman mentioned that the cost for this could be at least
$ 100. 00 per case appealed. Presently the BAR notifies the
neighbors directly behind and across the street, also neighbors
on either side. Ron Glassman stated that SO% of the cases that
come before the board are interior violations, which really do
not affect the neighbors.
Bill Tilton stated that if the city is wil ) ing to pay the
additional cost that this would be a good idea. Some items may be
irrevelant to the neighbors, but some may be of importances
to these neighbors.
Rosie Bostrom suggested that maybe all District Council (s) be
mailed all the pertinent material pertaining to each case
appealed. .
Alice Bijjani , from the Health Department questioned whether the
District Council (s) at present, receive the agenda only and at
what time frame before the meeting date? The material that is
mailed to the District Council (s) at present are the agenda' s
only.
Rudolph Sawyer asked if it was possible to mail the agenda along
with the violations list or inspection report to the District
Councils. This can be done with no problem.
Ron Glassman asked Councilmember Sonnen if her intent was to move
the Appeals Board out of the Court House? The meetings are to
be held at the same place.
Alice Bijjanni , asked the question regarding the determination of
who is to be notified. If its in ordinance form does that
require that the staff have a certified list or not a certified
list of the property owners? Ms. Sonnen stated the list is from
the county. Alice Bijjani stated that if 10 properties were to
be notified then the cost would be $102.00, the certification
cost is $32.00 of the cost. Ron Glassman stated that this could
be a cost of 1200 to 1500 dollars per month.
Pat Fish, from the Fire Prevention Bureau asked in mailing the
information to the District Council (s} , woutd that, eliminate the
proposed need for a written staff report? In most cases you will
find that Fire Preventions code violations are self explantory.

Steve Roy, from Housing and Building Design questioned The
Districts Councils have the authoritv to cancel or pospone an item
on the aqenda within 1 day of the meetinq. Steve feels very
uncomfortable with this. It throws off the whole process. Ms .
Sonnen stated this is sort of a negotiated process.

PROCEEDINGS Appellant purchased this property 3 months ago and he
applied for a building permit. Appellant was to pay a vacant
building fee before permit could be issued.
Steve Roy, Housing and Building Design Department stated the
appellant bought building on Tas Forfeiture Sale. The city has
been checking this building for several years. The fees were
$395. 00 these were left unpaid by the previous owner. All these
fees were waived. The new owner was notified of the requirement
for registering vacant buildings. The fee was $45. 00 this was
not paid and after 2 months the appellant came in for a building
permit and the fee was now $55.00 this fee was paid and a permit
was issued.
BOARD ACTION Motion by Bill Tilton to deny the request for a
waiver of fees for vacant buildings. Seconded by Harotd Knutson
Knutson. MOTION CARRIED UNANIMOUSLY.

some time. The fees are $290. 00 dollars, if the city would waive

was sent in March with 17 violations, a second letter was issued
in June 1986 with 12 violations. Pat Fish recommends that she
would be comfortable with giving Mrs. Johnson till next renewal
date to install the dead bolt lock. All other items could be
done in a short time.
