I am convinc d that a test ban would e one f the most significant arms control measures we could adopt, reducingllsubst tially the possibility that nuclear weapons are ever u ed. On Augustll8 Sov et lea er Mikhail Gorbachev extended until January 1 t e unilateral Sovie�t mora orium n nuclear testing that began in August 1985. H reiterated his clall fo the U ited States to join the Soviets and sign a test ban treaty. Preside�t Rea an, ho ver, continues to oppose a test moratorium, sa ing more tests are i� our ecurit interests. The United States has conducted mo e than twenty nucl�ear te ts sin the Soviet moratorium began. The U.S. Hpuse o Repre ntatives on August 8 adopted a one-year morato ium on nuclear testi�g. I served n a special task force that worked to gain pas age of the measure. iThe 1 islati n required that the United States and the Sovi t Union agree to 1 t the ther p ace monitoring equipment on its soil to verify compliance with �he li 't. Unfortunat�ly --- ecause of the adamant cpposition af Fresident Reagan d the Senate -- th� final versio of the defense bill approved by Congress did ot include the Hous� testi g mora orium. I am also disappointed that no progres was made in this are�, when he Pre ident and Gorbachev met in Iceland.
