WI�REAS, The Coun 1 of ;�e City of Saint Paul, pursuant to Chapter 62 of the A inistxative
Code and followin the p lic hearing held on September 24, 1985, d3.d adopt a R solution
establishing the evel o Street and Alley Maintena.nce Service to be performed n the City
of Saint Paul, an the e � imated amount of service charges to be levied against benefitted
property, the wor to be �performed in �986, and the charges to be collected wit the regular
taxes in 1g87; an
WHERF�AS, The Depa ment If Public Works has performed the approved street and ley
maintenance work nd sub itted its report together with the total cost of stre and alley
maintenance in th amoun of $10,895,681; and
WHEREAS, The City Counci� determined that the City shall pay the sum of $5,612,681 of the
street and alley ainte ce costs from: Muni.cipal State Aid (�1,285,000), T Hi�hway
Maintenance Aid ( 275, ), Courrty Aid ($387,000), Miscellaneous Reeeipts ($23 ,000),
General Fund ($3, 97,90 � , Fund Balance ($32,773), and the remaining amount of $5,283,400
shall be assessed again benef3tted properties, and further resolved that a blic Hearing
was held in the C uncil hambers on September 23, 1986, for the purpose of ad tin� the
service chaxges a ainst all benefitted pro�perties; and
WI�REAS, The Co il of ;the City of Saint Paul did hold a Public Hearing on Se tember 23,
�986, for this p ose, �and, having heard all interested parties, does hereby dopt the
following servic charg �s in accordance with Chapter l�+ of the City Charter an said
Chapter 62 of th Admin strative Code, now, therefore, be it
RESOLVED, That t e Coun �il of the City of Saint Paul does hereby adopt and le the
follawing servie ehax� s as special assessment against benefitted properties:

W wou d like the following to be read at the upcoming
Counci mee ing scheduled for today at 10:00 a.m. in rder to
allow ur ne ' ghborhood representatives, ( if any are prese t) , and
the Co ncil to know our opinions regarding the proposed ' ncrease
in tax s for alley and street upkeep in our area:
T is i to notify the Council in writing,. in lieu of
personally a pearing, (our jobs prevail) , that we disag ee with
the la ge a unt of taxes we must pay to improve our a ley and
street as i creased assessments. We have two reasons or this
stateme t, a d they are as follows:
( 1 ) We believe the average "Joe and Jane" ar taxed
unfairl , in 'comparison with the large companies in the a ea such
as 3M. The , ro ortionate share seems unfair when it ' s taken
into c nside ation that 3M is at least a multimillion dollar
cor ora ion, ' and the average family of three or fou earns
approxi atel $15,000 annually. The 3M employees and empl yees of
other usine ses in the area drive up and down our street
continu lly r� and from work, on their lunch break, etc. , causing
extensi e we 'r and tear on our street. The rerouting of traffic
from t e se �er construction project (for which we are already
being a sess d) has also caused very much additional tra fic on
our str et.
( 2 ) We oppose paying for work that is not bei g done
careful y and correctly. A large hump has appeared in the center
of our lley hich needs to be raded down because it cau es the
rain to be unneled into our basement and which in t rn is
causin exten ive dama e to the foundation of our house Our
alley has not been cared for properly, yet we are charged f r work
that ev' dentl isn' t being done. If you will pay us, we ill do
more tha thr ,w a shovel full of asphalt on the cracks.
We chali nge you to come and take a look at our al ey and
monitor ur s 'reet on any given day for the flow of traffi which
does not resi �e in our neighborhood, then tell us we should pay an
a�ittnon 1 $3 � . 50 figured in our property taxes on top f the
ad�it�� 1 ne ' sewer charge. We think the reassessment sh uld be
