was created ursua to Council File 84-1131; and

Coaimission w re ap inted by the Mayor and confirmed by the City Council;

HHEREAS the C �nmission met on nuiaerous occasions and spent many
hours revfew ng th City'a bondfng and financing practices as well as
the City's e onomi development policy framework; and
WHEREAS the mmission completed ite extensive report of
Findinge and Reco ndations within the deadline prescribed by the
City Council and
YHEREAS the C mn►iesion's findings, recommendations and policy
reco�endati ne ha now been accepted� reviewed and adopted by the
City Council now, herefore, be it
