R'HEREAS,'Che Gtty of Saint Paul has iniriated the Parldng Enforcement Officers and Community Liaison
Officers programs in an effort to increase the diversity of the PoGce Department by hiring rnllege students to
provide valuable services to the city, and
R'HEREAS, these Parking EnForcement 0lficers and Commnnity Liaison OtTicers incur educational eapenses
that are not paid by the City of Saint Paul, and
WHEREAS, The Mayor pursuant to Section 10.07.1 of the Charter of the City of Saint Paul, dces certify that
there are available for appmpriation funds of $15,000, in excesa of tHose estimated in the 1999 budget; and
WHEREAS, The Mayor recommends that the follmving addition be made to the 1999 bndget:

INITIATING PROBLEM ISSUE, OPPORTUNITY (WHO, WHAT, WFfEN, WHERE, WHY)
Parking Enforcement Officers and Commnnity Liaison Officers are required to attend college courses leading to their becoming
a police officer. The Minnesota Peace Officer Standards and Training Board has provided the Saint Paul Police Department
with funds to help muwrity recnutment. These funds will be used to reimburse the Pazking Enforcement Officers and
Community Liaison Officers for educational ea�penses that they incur.
ADVANTAGESIFAPPROVED
Pazldng Enforcement Officers and Community Liaison Officers will be able to complete their education quicker. Thereby
making them eligible for police officer positions faster.
DISADVANTAGES IF APP120VED
None anticipated.
DISADVANTAGES IF NOT APPROVED
The Saint Paul Police Department would have to return the funds to the Minnesota Peace O�cer Standards Boazd.
