The Saint Paul Police Department will require every officer and sexgeant to take one course at Centuxy College
during the school year, beginrung this SeptanUer and ending in Jtme of 2000. This wi11 increase training -,
opportunitites for officers and reduce the drain on personnel for inservice training requiranents, mandated by the
MN Post Board for 48 contirniing educa[ion credits for licensure.
It will increase training opportunitites for officers and reduce the cost of training.

INCOME CONTRACT
This con[ract is by and benveen St Paul Police Deoartment (hereinafrer'PURCHASER") and the State of
Minnesota actin� throu�h its Board of Trustees of the Minnesota Statz Colle�es and Universities, on behalf of
Century College (hereinafter "STATE"). .
`VI3EEREAS, the PURCHASER has a need for a specific service; and
SVHEREAS, the STATE, is empowered Co enter into income contracu pursuant to Minnesota Stamtes, Chap[er
136F;
NOW, THEREFORE, it is a�eed:
Di1TIES OF STATE. The STAT'E a�ees to provide the followin�:
]. The Law Enforcement Continuin� Educafion Pro�am of Century Colle�e will provide a minimum of
300 hours of POST approved naining for the period September 1, 1999 throu�h June 30, 2000.
2. Reeistration for training will be conducted on a fust-come, fust-served basis with prioriry give to
licensed o�cers/dispatchers from participatin� member a�encies. The number of enrollments from
individual agencies may be limited in some cases in order to accommodate all member a�encies fairly.
3. The Training Prog[am will be continually evalvated by means of course evaluations completed at the
conclusion of each ¢aini�g session, and pro�am and curriculum evaluations and surveys will be
solicited from patticipa[ing agencies. Trainin� pro�ams will be offered at Century Colle�e.
4. Quarterly enrollment reports will be provided to participatin� member asencies.
�. Courses not covered by this training a�eement include Fuearms Qualification and Training Pro�'am.
Any other course excluded by rhis agreement will be so idenufied in the training brochure.
II. DIJTIES OF PURCHASER. The PURCHASER (participatine agencyJ agrees ro the fo]lowing:

stou. Annual wst for 1-5 slots is 5295 per slot.
St Paul Police Department has made the commitment to purchase Yen (10) sIots at $27�
each totaIIn� $2750.
B. Terms of Pavment. Payment shall be made by the PURCHASER no lacer than 30 days followin� receipt
of the invoice.
The STATE wil] invoice the participaan� a�ency quartzrly according to the followin� schedule:

June 12, 2000
IV. TERM OF CON"PRACT. This contrac[ shall be effecUve on SeDrember 1 , 1999, or upon the date that the
final required signature is obtained by the STATE, whichever occurs later, and shail remain in effecc unul
June 30, 2000, or until all oblieations set forth in this contract have been safisfactorily fulfilled, whichever
occurs fust.
V. CANCELLATION. Century Colle�e reserves the right to cancei courses due to lac� of enrollment.
Departments will NOT receive confumation of registrauon, but will be contacted by phone or by mail if
the ctass is filled or canceied.
Notice of registtadon cancellaaon by an officer must be received three worldn� days prior to the start
of the course. A�encies or ofFicers who fail to give such nodce will be billed and the participaring
departmenUagency will be billed $10/officer For "NO SHOWS:'
VI. AUTHORIZED REPRESENTATIVES. The PUI2CHASER'S Au[horized Representative for the purposes of
administration of this contraci is John Harrineton. The STA"I'S'S Authorized Reptesentative fos the purposes
of administration of this contract is Joan Peterson. Each authorized representative shall have final authoriry
for acceptance of services of the other party and shall have responsibility to ensure that all payments due ro
the other parry aze paid pursuant to [he [erms of this contrac[.
VII. ASSIG� TMENT. Neither the Pi7ItCHASER nor the STA1'E shall assign or transfer any rights or obligadons
under this convact without the prior written approval of the other party.
VIII. LIABII.ITY. The PURCHASER shall indemnify, save, and hoid the STATE, its a�ents and employees
harmless from any and all claims or causes of action arising $om the performance of this contract by the
PURCHASER or PURCHASER'S a�ents or employees. This clause shall not be construed to bar any le�al
remedies the PLSRCHASER may have for the STATE'S failure co fulfiil its obligations pursuant to this

applies [o all data provided by the STATE in accordance with this conffac[ and as it applies to all data created,
�athered, generated or acqu'ued in accordance with ihis contract. �
XII. JLTRISDICTION AND VEDILTE. This contract shall be governed by the laws of the State of Minnesota.
Venue for all le�al proceedings arisin� ou[ oi this contrac[, or the breach Ihereof, shall be located only in the
state or federal court wi[h competentjurisdiction in Ramsey Counry, Minnesota.
XIII. STATE AUDITS�. The books, records, documents, and accounting procedures and praetices of the
CONTRACTOR relevant [o this conttact shall be subject to examination by the conuacting deparanent and
the Legislative Auditor.

INCOME CONTRACT
This con[ract is by and benveen St Paul Police Deoartment (hereinafrer'PURCHASER") and the State of
Minnesota actin� throu�h its Board of Trustees of the Minnesota Statz Colle�es and Universities, on behalf of
Century College (hereinafter "STATE"). .
`VI3EEREAS, the PURCHASER has a need for a specific service; and
SVHEREAS, the STATE, is empowered Co enter into income contracu pursuant to Minnesota Stamtes, Chap[er
136F;
NOW, THEREFORE, it is a�eed:
Di1TIES OF STATE. The STAT'E a�ees to provide the followin�:
]. The Law Enforcement Continuin� Educafion Pro�am of Century Colle�e will provide a minimum of
300 hours of POST approved naining for the period September 1, 1999 throu�h June 30, 2000.
2. Reeistration for training will be conducted on a fust-come, fust-served basis with prioriry give to
licensed o�cers/dispatchers from participatin� member a�encies. The number of enrollments from
individual agencies may be limited in some cases in order to accommodate all member a�encies fairly.
3. The Training Prog[am will be continually evalvated by means of course evaluations completed at the
conclusion of each ¢aini�g session, and pro�am and curriculum evaluations and surveys will be
solicited from patticipa[ing agencies. Trainin� pro�ams will be offered at Century Colle�e.
4. Quarterly enrollment reports will be provided to participatin� member asencies.
�. Courses not covered by this training a�eement include Fuearms Qualification and Training Pro�'am.
Any other course excluded by rhis agreement will be so idenufied in the training brochure.
II. DIJTIES OF PURCHASER. The PURCHASER (participatine agencyJ agrees ro the fo]lowing:

III. CONSIDERATION AND TERIVIS OF PAY;v1EiVT.

Annual cost is 527� per slot for full-time licensed of cers/dispatchers wi[h the purch.se o: 6 or more
stou. Annual wst for 1-5 slots is 5295 per slot.
St Paul Police Department has made the commitment to purchase Yen (10) sIots at $27�
each totaIIn� $2750.
B. Terms of Pavment. Payment shall be made by the PURCHASER no lacer than 30 days followin� receipt
of the invoice.
The STATE wil] invoice the participaan� a�ency quartzrly according to the followin� schedule:

Mazch 12, 2000
June 12, 2000
IV. TERM OF CON"PRACT. This contrac[ shall be effecUve on SeDrember 1 , 1999, or upon the date that the
final required signature is obtained by the STATE, whichever occurs later, and shail remain in effecc unul
June 30, 2000, or until all oblieations set forth in this contract have been safisfactorily fulfilled, whichever
occurs fust.
V. CANCELLATION. Century Colle�e reserves the right to cancei courses due to lac� of enrollment.
Departments will NOT receive confumation of registrauon, but will be contacted by phone or by mail if
the ctass is filled or canceied.
Notice of registtadon cancellaaon by an officer must be received three worldn� days prior to the start
of the course. A�encies or ofFicers who fail to give such nodce will be billed and the participaring
departmenUagency will be billed $10/officer For "NO SHOWS:'
VI. AUTHORIZED REPRESENTATIVES. The PUI2CHASER'S Au[horized Representative for the purposes of
administration of this contraci is John Harrineton. The STA"I'S'S Authorized Reptesentative fos the purposes
of administration of this contract is Joan Peterson. Each authorized representative shall have final authoriry
for acceptance of services of the other party and shall have responsibility to ensure that all payments due ro
the other parry aze paid pursuant to [he [erms of this contrac[.
VII. ASSIG� TMENT. Neither the Pi7ItCHASER nor the STA1'E shall assign or transfer any rights or obligadons
under this convact without the prior written approval of the other party.
VIII. LIABII.ITY. The PURCHASER shall indemnify, save, and hoid the STATE, its a�ents and employees
harmless from any and all claims or causes of action arising $om the performance of this contract by the
PURCHASER or PURCHASER'S a�ents or employees. This clause shall not be construed to bar any le�al
remedies the PLSRCHASER may have for the STATE'S failure co fulfiil its obligations pursuant to this
wntrac[.

IX. AMERICANS �VITH DISABII.TTIES ACT COMPLIANCE (hereinafrer ".'�DA"). The PURCHASER is

X. AMENDMENTS. Any amendmenu to this con�act sha11 be in writing and shail be executed by the same
pames who executed the ori� nal conttact or their succe ,<sors in u«:ce.
XI. DATA PRACTICES. The Pt3RCHASER a�ees to comply with the Minnesota Data Pracdces Act as it
applies [o all data provided by the STATE in accordance with this conffac[ and as it applies to all data created,
�athered, generated or acqu'ued in accordance with ihis contract. �
XII. JLTRISDICTION AND VEDILTE. This contract shall be governed by the laws of the State of Minnesota.
Venue for all le�al proceedings arisin� ou[ oi this contrac[, or the breach Ihereof, shall be located only in the
state or federal court wi[h competentjurisdiction in Ramsey Counry, Minnesota.
XIII. STATE AUDITS�. The books, records, documents, and accounting procedures and praetices of the
CONTRACTOR relevant [o this conttact shall be subject to examination by the conuacting deparanent and
the Legislative Auditor.

Peace officers who successfully compiete the POST approved courses will receive peace officer condnuin�
education credits.
