An Ord nance amending Chapter 60 of the Saint Paul
Legislative Code pertaining to zoning for the City
of Saint Paul and the zoning maps thereof.
WHEREAS, ursuan� to Minnesota Statutes, § 462.357 and § 64.210 of the
Legislative C de, Ho sing and Redevelopment Authority duly petitioned to re one
545 North Sne ling A�enue, located at the northwest corner of Snelling and
Charles, from B-3 to RM-2 for the purpose of permitting reuse of a former otel
as a rooming ouse t e petition having been certified by the Planning Divis on on
June 30, 1986 as hav ng been consented to by at least two-thirds of the own rs of
the area of t e prop�rty to be rezoned, and further having been consented t by at
least 67% of he own�rs of the property situated within 100 feet of the tot 1
contiguous pr perty r�ithin one year preceding the date of the petition; and
WHEREAS, he Zon ng Committee on July 24, 1986 conducted a public heari g for
the purpose o consi ering the rezoning petition, and pursuant to Section 1 7.03
of the Admini trativ Code, submitted its recommendation to the Planning
Comnission th t the �etition be granted; and
WHEREAS, he Plarhning Commission considered the rezoning petition at it
meeting held n July!25, 1986 and recorr�nended that the City Council approve the
petition; and
WHEREAS, otice �f a public hearing before the City Council on the said
rezoning peti ion wa duly published in the official newspaper of the City n
August 9, 198 and n�tices were duly mailed to each owner of affected prope ty and
property situ ted whmlly or partly within 350 feet of the property sought t be
rezoned; and
WHEREAS, publid hearing before the City Council , having been conducte on
August 21 , 19 6 wher� all interested persons were heard, and the Council ha ing
considered al the f�cts and recommendations concerning the petition; now,
therefore,

On July 24, 1 86 the Zoning Committee of the Planning Commission held a public hea ing
on this rezoni g. The petitioner testified. At the close of the public hearing, the Com ittee
voted 5 to 0 td approve the rezoning based on staff findings.
On July 25, 19; 6 the Planning Commission upheld the Zoning Committee's recommend tion
on a vote of 1 to 0.
This rezoning �� s scheduled to be heard by the City Council on August 21, 1986. Please notify

WHEREAS, I-� using and Redevelopmeqt Authority File #9948 has petitioned to rezon 545 N.
Snelling Avenl e situated on the west side of Snelling between Charles and Edmund fr m B-3 to
RM-2 for the urpose of allowing use of a former.hotel as a rooming house; and .
WHEREAS, tN Zoning Committee of the Planning Commission on July 24, 1986, held public
hearing at wh ch all persons present were given an opportunity to be heard pursuant t said ap-
plication in a� ordance with the requirements of Section 64.400 of the Saint Paul Legi lative
Code; and

WHEREAS, Sal'nt Pau� Planning Commission, based on the evidence presented to its Z ning Com-
mittee at the ublic h aring as subsequently reflected in the minutes, made the follow ng findings
of fact:
1. In Septem er, 198�, the City, together with other governmental entities, published its "More
Than Shel er" report which identified several priorities for housing homeless pers ns. One
program e ement as the development of more single room occupancy (SRO) units in St. Paul.
The target� popula ion for the SROs would be low income households capable of in ependent
living, us� lly mi imum wage or part-time workers who have difficulty finding a fordable
housing. �
2. The acqui 'tion, r�zoning and conversion of the Hamline Hotel stems from the "M re Than -
Shelter" ef ort. Tl�is property will offer a relatively easy conversion because few tructural
changes ar necess�ry from use as a hotcl to use as low-cost apartments.
3. Although I ccupanQy will not be limited to District I 1 residents, the District did se a nearly
44 percent j'ncreasa between 1969 and 1979 of persons below the poverty level. It s ems safe
to assume � at some of these same persons may be candidates for low-cost apartme ts
provided b this d�velopment.
4. The propos� 1 is in �ompliance with the City's Comprehensive Plan which states tha "some
commercia� structures...iocated along the City's commercial strips are no longer bei g used...are
boarded upl or poorly maintained; ...many could be cieatively adapted to residential use.

Te Mid�ay Coalition is very interested in the future of the f rmer
Hamlir� Hotel� building. This rezoning will allow the building to b used
as a S� ngle F�oom Occupancy facility. The Coalition has c+�nsistentl fa-
vored j his us�e and has held public forums on the issue to distribut infor-
mation and hear community ideas and concerns. The Coalit:ion is ple sed
with t e willingness of both PED and Wilder staff to work with �he igh-
borhoo to make sure this undertaking is a successful project and g d
neighb r.
O e concern has come up most frequently and is absolutely urgen to
resolv -- parking. Committee members who are familiar with this ar a
know h w congested it is. We have assurances from PED and Wilder st ff
that a 1 possible solutions for thi$ problem will .be explored.
T e Coalition position is that off street parking for facility esi-
dents ust be secured and mandatory in order for this project to be n
this n�ighborhood.
Wd request that the Zoning Committee makes note of this point a
part o� a recommendation to the full Planning Commission.
