INITIATING PROBLEM ISSUE, OPPORTUNITY (Who, What. When. Where, Why)
The Saint Paul Police Department will be conducting a 14-week Police Academy with 40 reeruits.
As part of this training, the academy wi11 be conducting training at Camp Ripley from October
18 through October 21, 1999. The recruits and staff wi11 be staying at Camp Ripley during
this time. Part of the training at Camp Ripley will include use of Confidence Course, night
shooting and other specialized training.
ADVANTAGESIFAPPROVED ,
The training at Camp Ripley will consist of day and night range shooting, team building,
leadership exercises and mock building searches.
DISADVANTAGES IFAPPROVED
None.

2. Liab:lity�. Tl:e Statz of �innesota shall not be responsible for dama�es to
proper[y or injuries to persons lvhich may azise fiom, or be incident to, the use of Camp
Ripley grounds and facilities. The State of Minnesota shall not be responsible for any
claim, regazdless of kind, related to activities undertaken pursuant to ihis lease. The lease
sha11 in3emnify and hold ha�mless the State of Minncsota froin any and all claims,
damages, espenses and liabilities arisin� out of its use of Camp Ripley's grounds and
facilities.
3. Permits anc3 Licenses. The lessee shall obtain all perinits and licenses
required for its activities at Camp Ripley. The State of Mlnnesota shall not be
respousible for the lessee's failure to obtain such permits and licenses or to comply with
any other requirements imposed upon the lessee for the conduct of its activities.
4. Compliance FVith LaFVS. The iessee shall comply with all applicable
laws, ordinances, ivles and regulations. The State of Minnesota shall not be responsible
for the lessee's failure to comply.
5. Insurnnce. The lessee shall obtain adequate insurance coverage for
persons and property associated with activities conducted pursuant to this lease.
6. InYernal Security. The lessee shall be responsible for internal security of
personnel and property wiYhin the areas assigned to it. The lessee accepts £ull
responsibility for the conduct of all pessons admitted to Camp Ripley pursuant to this
lease. The lessee shall report immediately any violations of laws, ordinances, rules or
regulations, including the Camp Ripley Regulations, to the Camp Ripley Security Force
at the Main Gate or Build'ang 2-99, Ext. 7339.
7. LiaUility for Aamage fo Camp Ripley. The lessee shall at all times
exercise due diligence in the protection of Camp Ripley grounds and facilities. In case
any property of the United States or the State of Minnesota is damaged or destroyed by
the lessee incident to the use of Camp Ripley, the lessee shall Pay an amount sufficient to
compensate for the loss sustained by the United States or the State of Minnesota by
reason of damages to, or destruction of, govenunent property.
8. Vncating Premises. On or before the date of the expiration of this lease
or its termination, the lessee shall vacate the grounds and facilities assigned to it and
restore the grounds and facilities to as good order and condition as that existed upon its
anival.
9. Cancellation by Camp Ripley Commander. This lease may be canceled
by the Camp Ripley Commander at any time and for any reason. No claim for damages

be�innina 30 days prior to its anticipated arrival at Camp Ripley. Written notice of
cancellation must also Ue received.

INITIATING PROBLEM ISSUE, OPPORTUNITY (Who, What. When. Where, Why)
The Saint Paul Police Department will be conducting a 14-week Police Academy with 40 reeruits.
As part of this training, the academy wi11 be conducting training at Camp Ripley from October
18 through October 21, 1999. The recruits and staff wi11 be staying at Camp Ripley during
this time. Part of the training at Camp Ripley will include use of Confidence Course, night
shooting and other specialized training.
ADVANTAGESIFAPPROVED ,
The training at Camp Ripley will consist of day and night range shooting, team building,
leadership exercises and mock building searches.
DISADVANTAGES IFAPPROVED
None.
DISAWAIVTAGES IF NOT APPROVED
The Saint Paul Police recruits will not receive the required training to be fully qualified
as SainC Pau1 Police Officexs.

2. Liab:lity�. Tl:e Statz of �innesota shall not be responsible for dama�es to
proper[y or injuries to persons lvhich may azise fiom, or be incident to, the use of Camp
Ripley grounds and facilities. The State of Minnesota shall not be responsible for any
claim, regazdless of kind, related to activities undertaken pursuant to ihis lease. The lease
sha11 in3emnify and hold ha�mless the State of Minncsota froin any and all claims,
damages, espenses and liabilities arisin� out of its use of Camp Ripley's grounds and
facilities.
3. Permits anc3 Licenses. The lessee shall obtain all perinits and licenses
required for its activities at Camp Ripley. The State of Mlnnesota shall not be
respousible for the lessee's failure to obtain such permits and licenses or to comply with
any other requirements imposed upon the lessee for the conduct of its activities.
4. Compliance FVith LaFVS. The iessee shall comply with all applicable
laws, ordinances, ivles and regulations. The State of Minnesota shall not be responsible
for the lessee's failure to comply.
5. Insurnnce. The lessee shall obtain adequate insurance coverage for
persons and property associated with activities conducted pursuant to this lease.
6. InYernal Security. The lessee shall be responsible for internal security of
personnel and property wiYhin the areas assigned to it. The lessee accepts £ull
responsibility for the conduct of all pessons admitted to Camp Ripley pursuant to this
lease. The lessee shall report immediately any violations of laws, ordinances, rules or
regulations, including the Camp Ripley Regulations, to the Camp Ripley Security Force
at the Main Gate or Build'ang 2-99, Ext. 7339.
7. LiaUility for Aamage fo Camp Ripley. The lessee shall at all times
exercise due diligence in the protection of Camp Ripley grounds and facilities. In case
any property of the United States or the State of Minnesota is damaged or destroyed by
the lessee incident to the use of Camp Ripley, the lessee shall Pay an amount sufficient to
compensate for the loss sustained by the United States or the State of Minnesota by
reason of damages to, or destruction of, govenunent property.
8. Vncating Premises. On or before the date of the expiration of this lease
or its termination, the lessee shall vacate the grounds and facilities assigned to it and
restore the grounds and facilities to as good order and condition as that existed upon its
anival.
9. Cancellation by Camp Ripley Commander. This lease may be canceled
by the Camp Ripley Commander at any time and for any reason. No claim for damages

to tl�e lessee from any such cancellation shall be asserted or maintained a�ainst the State
of Mirsiesota.
10. Cancellation by� Lessee. The izase may be canceled at any time and for any
reason. The lessee shall be liable for all espenses incL=red by Camp Ripley ia: the pericd
be�innina 30 days prior to its anticipated arrival at Camp Ripley. Written notice of
cancellation must also Ue received.
I 1. Assignment. This lease is not assi�nable or transferable.
