That the assessment is arbitrary, capricious, di criminatory, inequitable and excessive. 3. That the assessment was not made in conformance wi h the requirements of Sections 429. 051 and 429.061 of the Mi nesota Statutes Annotated. 4 . That the assessment is in violation of the re uirements of Article X, Section 1 of the 1974 Re� tructured Constitution of the State of Minnesota. 5. That the assessment is otherwise grossly excessive ari contrary to law.
