1 WHEREAS, The State of Minnesota Department of Natural Resources, Recreation
2 Services Section, Trails and Waterways Unit has matching expense funding available
3 through the National Recreation Trail Fund, and
4 WHEREAS, the City of Saint Pau1 is an approved applicant having submitted an
5 application for funding of up to $6,700.00 to assist in the purchase of new snow
6 grooming equipment to better maintain its more than 23 miles of Cross Country Ski
7 Trails;
8 NOW TAERBFORE BE IT RESOLVED, that the City of Saint Paul accept funding for snow
9 grooming equipment purchase project contained in the National Recreational Trail
10 Funding Act Application submitted by the Division of Parks and Recreation, and
11 BE IT FURTHER RESOLVED, that the City of Saint Paul has the legal authority to
12 apply for financial assistance, and the institutional, managerial and financial
13 capability to ensure adequate purchase, operation, maintenance and replacement of the
14 proposed equipment for its useful life, and
15 BE IT FURTHER RESOLVED, that the City of Saint Paul has not incurred any costs,
16 has not entered into any written agreement to purchase snow grooming equipment, and
17 BE IT FURTHER RESOLVED, that the City of Saint Paul has not violated any Federal,
18 State or Local laws pertaining to fraud, bribery, graft, kickbacks, collusion, conflict
19 of interest or other unlawful or corrupt practice, and
20 BE IT FURTHER RESOLVED, the City of Saint Paul may enter into an agreemenC with
21 the State of Minnesota for the above-referenced project, and that the City of Saint Pau1
22 certifies that it will comply with all applicable laws and regulations as stated in the
23 contract agreement and described in the Compliances section of the National Recreational
24 Trail Funding Act, and
25 BE IT FURTAER RESOLVED, that the Director, Division of Parks and Recreation, 3Q0
26 City Hall Annex, 25 West Fourth Street, St. Paul MV 55102 or his designee be the fiscal
27 agent for this project, and
28 BE IT FINALLY RESOLVED, that the Mayor and proper of£icials of the City of Saint
29 Paul are hereby authorized to execute such agreements as are necessary to implement the
30 project on behalf of the City.

The Division of Parks and Recreation has applied and been approved for a grant of up to 56,700 in matching funds from
the Minnesota Department of Natural Resources Recreation Services Section , Trails and Waterways Unit through the
SVational Recreation Trail Program. The Division ofi Parks and Recreation wishes to accept said grant to assist in the
purchase of Cross Country Ski Trail Grooming Equipment, and enter into any necessary Agreement with the State of
Minnesota.
ADVANTAGES IF APPROVED:
The City will better serve its citizens with quality cross country ski trails.
