The purpose of the Public Hearing is to consider the level of service of stre t maintenance performed in the City of Saint Paul in 1986, and to ratify the eost of suc service to be charged against benefitted property in aceordance with Chapter 62 of t e Administrative Code. The particular ervice has been performed and the est3mated costs as proposed by the Department of blic Works are as follows: CLASS I - DO OWN OR LOOP STREETS Description• I Class I servicel has been performed on all downtown or loop streets with the following boundaries: Ke logg Boulevard on the south and west, Eleventh Street on the north and Broadw�y on th east. 1986 Level of � rvices: The downtown si� eets have been swept three times per week and flushed five times per week. All rou ne maintenance, including patching and repairing of street surfaces, has been perfo ed on an as-needed basis. Assessment• All Class I se vice will be assessed at a rate of $2.21 per assessable foot, CLASS II - 0 YING COMMERC?AL AND ARTERIAL STREETS Description• i Class II servi e has been performed on all outlying commercial and arterial streets in the City. The e are the major arteries in the City and have both heavy volumes of vehicular and edestrian traffic and, in most cases, have business or commercial properties fro ting on them. Typical examples would be as follows: University Avenue, Snelling Avenu , West Seventh Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street,ISummit Avenue, Grand Avenue, and others. All of these Class II streets are accuratelyldefined on a map available for viewing in the Department of Public Works, 9th Floor, Cit Hall Annex. � � I � . G'LASS III - A RESIDENTIAL STREETS Description: Class IIS servi e has been performed on all residential streets including oiled streets, paved streets d intermediate type streets. 1986 Level of Slrvices: Residential str ets, including oiled streets, paved streets and intermediate streets have received a thor� ugh cleaning which included sweepin� and flushing. Patching and repairing has been on an � s-needed basis; approxi�.�ately 150 miles of oiled streets received a sand sealcoat and a roximately 20 miles of paved streets received a chipseal coat, In the fall, streets w'll be swept and leaves will be picked up. Assessment• I Under Class II serviee there are two assessment rates; one residential and one commercial. The residentia property rate is �69 per assessable foot and the commercial property rate is 1.10 per a�sessable foot. CLASS N - A OILED AND PAVED ALLEYS Descri�tion• Class N servi e has been performed on all oiled, paved and intermediate type �lleys within the Cit . , �" �- 1% �' / � � �� - 3 - 1986 Level of S rvices: All oiled, pave and intermediate alleys have been swept during the season. Al1 routine mainten nce, including patching and repairing of the alley surfaces, has been performed n an as-needed basis, Assessment• Under Class IV ervice, there are two assessment rates; one commercial and one residential. T e commercial property rate is .55 p er assessable foot and the residential pr erty rate is $ .36 per assessable foot. CLASS V AND VI - UNINIl'ROVED STREETS AND ALLEYS Description• Class V and VI ervice has been performed on unimproved streets and alleys. By unimproved we m an those streets and alleys that have not been developed for one reason or another. Th y are platted city right s of-way; however, the abutting residents have = never petitione for their improvement nor have there been any assessments levied. There are appr�ximate 80 miles of unimproved streets and 100 miles of unimproved alleys in the City. Beca se they are City rights-of-way, the City has the responsibility to perform minimal repairs and maintenance work on them to reduce any hazards or potential hazards. 1986 Level of S rvices: The maintenance and repair of these streets and alleys has consisted of patching, minor blading, plsci of cr�ashed rock and other stabilized material in order to make them passable and re uce hazards, Assessment• Under Class V a d VI service there are two assessment rates for each class; one commercial and one reside ial. The commereial property rate is $ .42 per assessable foot and the residential p erty rate is $ •28 per assessable foot on unimproved streets.
