NOTICE OF PUBLIC HEARING Notice is herebyi given that a Public Hearing will be held on the 23rd day of September, 1986, at 10:00 M. , in the Saint Paul City Council Chambers, City Ha'll and Court House, Saint Paul, Minr� sota. The purpose of the Public Hearing is to consider the level of service of stree� maintenance to be performed in the City of Saint Paul in 1987 and to consider the co� of such service to be cha rged ags�inst benefitted property in accordance withl hapter 62 of the Administrative Code, The particular �ervice to be performed and the estimated costs as proposed by the Department of lic Works are as follows: CLASS I - DO WN OR LOOP STREETS Description: I Class I service� will be performed on all downtown streets within the following boundaries: Ke logg Boulevard on the south and west, Eleventh Street on the north, and Broadway on theleast. Pro osed 1987 vel of Services: The downtown st�l eets will be swept three times per week and flushed five times per week. All routine maiJ tenance, including patching and repairing of street surfaces will be performed on ar� "as-needed" basis. Pr osed Asses ent: All Class I se ice will be assessed at a r,ate of 2,63 per assessable foot for all. CI�ASS II - O I LYING COAM�IERCIAL AND ARTERIAL STREETS Description• I Class II servi e will be performed on all outlying commercial and arterial streets in the City. The e are the major arteries in the City and have both heavy volumes of vehicular and edestrian traffic and have frequent business or commercial properties frontin� on th m. Typical examples would be as follows: University Avenue, Snelling Avenue, West S venth Street, East Seventh Street, Rice Street, Payne Avenue, Arcade Street, SummitlAvenue, Grand Avenue and others. All of these Class II streets are accurately de ned on a map available for viewing in the Department of Public Works, 900 City Hall nnex. i . . 8�b-�► �f - 2 - Pr osed 1987 Le el of Service: The Class II st ets would be cleaned approximately 18 times per season. Al1 routine maintenance, inq� uding patching and repairing of street surfaces, will be done on an "as-needed" basi� . Pr osed Assess nt: Under Class II � rvice there will be two assessment rates, one commercial and one residential. T e commercial property rate will be 1.81 per assessable foot and the residential pro erty rate will be � .82 per assessable foot. CLASS III - A RESIDENTIAL STREETS Deseription: Class III servi� e would be performed on al1 residerltial streets including oiled streets, paved streets a d intermediate type streets. Pr osed 1987 vel of Service: Residential stx� ets, including oiled, paved and intermediate streets, would receive a thorough cleaniJ g each spring which would include sweeping and flushing. Patching and repair work wou� d be done on an "as-needed" basis. Approximately 150 m31es of oiled streets would x� ceive a sand sealcoat and appraximately 20 mile:; of paved streets will receive a chipl ealcoat. In the fall, leaves would be picked up from these streets. Pr osed Asses ent: Under Class II service to residential streets, we have two assessment categories. The commercial pro erty rate would be 1.31 per assessable foot and the residential property rate would be .82 per assessable foot. CI,ASS IV - A OILED AND PAVED ALLEYS Description• I Class IV servile would be performed on all oiled, paved and intermediate type alleys within the Cit . Efforts would belmade to complete the cleaning by June 15th. All routine maintenance, including patchij g and repair of the alley surface, would be performed on an "as-needed" basis. Pro osed Assess nt: The proposed as� ssment rate is $ .65 per assessable foot for commercial property and �.43 per asses� ble foot for residential property, CLASS V AND VI �- UNINIPROVED STREETS AND ALLEYS Description• I Class V and VI ervice will be performed on unimproved streets and alleys. By unimproved, we mean those s reets and alleys that have not been developed for one reason or another. They are platte City rights-of-way; however, the abutting residents have never petitioned for heir improvement nor have there been any assessments levied. Because they are City rights of-way, the City has t he responsibility to perform minimal repairs and maintenanee wor to reduce hazards. Pro osed 1987 Ivel of Service: The maintenance�� and repair of these streets and alleys will consist of patching, minor blading, placir� of crushed rock and other stabilized material in order to make them passable and re� uce hazards. Pr osed Asses ent: The proposed alsessment rate on unimproved streets is .50 per assessable foot for commercial pro erty and .33 per assessable foot for residential property.
