RESOLUTION DECLARING SEPTEMBER 13, 1999, PEDESTRIAN SAFETY DAY AND SEPTEMBER
11-17, 1999, PEDESTRIAN SAFETY WEEK AND CO-SPONSORING A PEDESTRIAN SAFETY
AWARENESS EVENT ON SEPTEMBER 13, 1999
1 WHEREAS, the Saint Paul City Council recognizes that the improvement of pedestrian safety is vital to
2 maintanung and improving the livability and quality of life in the City of Saint Paul's neighborhoods; and
3 WHEREAS, the State of Minnesota has recognized the importance of pedestrian safety by the recent enactment
4 of Minnesota Statute 169.21 which provides motorists yield the right of way to pedestrians at all marked
5 crosswalks and intersections where a traffic signal is not in operation; and
6 WI�EREAS, though the City of Saint Paul has attempted to promte and enforce compliance with the State's
7 new czosswalk law, much confusion and ignorance still exists among City drivers and pedestrians about
8 meaning of the new statute;
9 WHEREAS, an organization named SafeWalk St. Paul has been formed by City residents to promote
10 compiiance with the State's crosswalk law and work with the City to devise other law enforcement and street
11 design initiatives which promote pedestrian safety; and
12 WF3EREAS, SafeWalk St. Paul and a number of other community organizations are co-sponsoring several
13 events to promote pedestrian safety during the week of September 11-17, 1999, including a Pedestrian Safety
14 Awazeness Event on September 13, 1999 to promote compliance with State's crosswalk law; and
15 WIIEREAS, these events provide the City of Saint Paul with an excellent opportunity to promote pedestrian
16 safety in partnership with concerned citizens and community organizations; now therefore be it
17 RESOLVED, that the Saint Paul City Council declares September 13, 1999, Pedestrian Safety Day, and
18 September 11- 17, 1999, Pedestrian Safety Week in the City of Sa3nt Paul; and be it further
19 RESOLVED, that the City of Saint Paul co-sponsors the Pedestrian Safety Awareness Event along Snelling
20 Avenue between the corners of Randolph and Hewitt Avenues scheduled for September 13, 1999; and be it
21 finally
22 RESOLVED, that the Saint Paul City Council requests the Saint Paul Police Depariment partner with the
23 SafeWallc St. Paul and other sponsors of the Pedestrian Safety Awareness Event with planning assistance and
24 support during the event, such as increased efforts to enforce the state's crosswalk law.
