WHEREAS, The residents adjacent to St. Thomas College, within the Merriam Park
Community Council and the District 14 Community Council, have submitted a petition
under Legislative Code 168.03; and,
WHEREAS, Parking studies conducted in 1981, 1982 and again in 1985 show that
these residential areas are impacted by commuter parking; and
WHEREAS, The College of St. Thomas will be providing additional classes at the
Brady Learning Center on the south campus; which will likely increase parking demands ! �
on Goodrich Ave. adjacent to Brady Learning Center; and,
WHEREAS, The Council of the City of Saint Paul finds that the residential area
adjacent to the College of St. Thomas does not have sufficient off-street parking to
safely accommodate the residential parking needs of the residents, and the parking needs
of non-residents using the College. The council further finds the frequent parking of
vehicles in this residentiai area by these non-residential users has created residential
problems of a safety, environmental and aesthetic nature.
THEREFORE; to enhance the quality of life in residential areas by reducing noise,
traffic�hazards and litter; to reduce air potlution and other environmental factors, and to
preserve the safety of children and other pedestrians; to preserve the character of this
district as a residential district and to protect the residents of these areas from
unreasonable burdens in gaining access to their residences;

7. Two guest permits and four vehicle permits will be made
available to each household. No permits will be available
to owners or employees of commercil or office buildings.
BE IT FURTHER RESOLVED; that an application for permits shall be on a form
provided by the director and shall contain the name and address of the applicant, make
model, and license number of the vehicle. No person shall furnish false information in an
application for a vehicle permit. A false application shall be grounds for denial or
� revocation of the permit and is punishable as a misdemeanor.

No permits issued under this chapter shall guarantee or reserve to the holder a particular
parking space within the designated area but shall provide general parking in said area
during the time specified by the resolution and so posted as required in section 168.1 1 of
this code.
Persons who perform services, maintenance, repairs, or emergency assistance for any
resident at or very near any particular area in which parking is so restricted are exempt
from restrictions imposed by this chapter, provided that their exception terminates
immediately upon the completion of services or assistance as herein provided. Nothing
in this section is intended to prohibit a resident owner of these vehicles from obtaining
residential parking permits for same in accordance with the provisions of this chapter.
In the event any of the permits issued under this chapter is lost, duplicates shall be
obtained from the director at a cost of $1 per permit, provided that no such duplicate
shall be issued unless and until the applicant has furnished to the director a written
statement under oath and properly notarized that he or she has lost the original permit.
No person shall apply for a duplicate permit unless the original permit has, in fact, been
lost.
Nothing herein shall abrogate the scope of parking privileges granted handicapped
persons as defined in section 144.20 of this Code or by statute of the state of Minnesota.
BE IT FINALLY RESOLVED, that this program be reviewed by the City Council one year
after the effective date of this resolution.

The Public Works Department h�as received a petition to establish residentiai
perm i t park i ng on the res i dent i a 1 streets ad j acent ta St. Thomas Co 11 ege, as
outlined on the attached resolution. We have reviewed these petitions and
f ind that they do meet the requirements of Legislative Code No. 168.03, which
requires a 60� petition on S block faces.
We have conducted park i ng demand stud i es i n 1981, 1982 and i n 1985.
Several meetings were held in 1981 and 1982 ta diseuss permit parking east
of St. Thomas Coliege. However, petitions were not submitted at that time. A
valid petition was submitted in Ma of 1986. Foilowin submission of this

petitivn, several meetings have been held in the community. The District 14
Commun i ty Counc i) approved the proposed perm i t park i ng area w i th the
condition that the permit parking �area can be expanded if parking dem�nds
shift to other streets. This is outlined in Section 6 of page 4 of the
resolution. On June �S, 1986, the Merriam Park Cvmmunity Council also
approved perm i t park i ng, w i th the prov i s i on that i t cou 1 d be expanded to other
areas.
As a result of the public discussian, two additionai parking controls are
included in the resolution. Concern far safety was expressed about a 30 fvot
roadway an Mississippi River Boulevard between Summit and Exeter Place.
This resolution would establish no parking anytime on the river side of this
roadway. Stewarts Restaurant is located an the northeast corner of C)eveland
Avenue and L aure 1 Avenue. I n order to provi de park i ng turnover f or th i s
restaurant, 3Q minute parking B:OQ A.M. tv 8:00 P.M. is being established on
the east side af Cieveland Ave. between Laurel Ave. and Se1by Ave.

St. Thomas College does own and occupy several buiidings in the residential
area adjacent to the coliege. The resolution provides that no parking
restrictions will apply to this cailege-owned property, and permits will not
be available to students and empioyees occupying these buildings. Four
vehicle and two guest permits will be made available to each household.
The Legisiative Cade requires that the City Councii conduct a public hearing
with mailed notices to the 17 District Councils as well as Ronald Heiderich

Since the resolution regarding permit parking was drafted
and submitted to the City Council, the Department of Public
Works has received additional petitions requesting permit
- parking on several additional blocks. .
The Department of Public Works has recommended including
these additional streets in the permit parking resolution.
Therefore, I want you to know that I intend to amend the
resolution on August 12 at the City Council meeting, to
include those streets as part of the permit parking area.

WHEREAS, The residents adjacent to St. Thomas College, within the Merriam Park
Community Council and the District 14 Community Council, have submitted a petition
under Legislative Code 168.03; and, •�,_
WHEREAS, Parking studies conducted in 1981 , 1982 and again in 1985 show that
these residential areas are impacted by commuter parking; and
WHEREAS, The College of St. Thomas will be providing additional ciasses at the
Brady Learning Center on the south campus; which will likely increase parking demands
on Goodrich Ave. adjacent to Brady Learning Center; and,
� WHEREAS, The Council of the City o�' Saint Paul finds that the residential area

� adjacent to the College of St. Thomas does not have sufficient off-street parking to
safely accommodate the residential parking needs of the residents, and the parking needs
of non-residents using the College. The council further finds the frequent parking of
vehicles in this residential area by these non-residential users has created residential
problems of a safety, environmental and aesthetic nature.
THEREFORE; to enhance the quality of life in residential areas by reducing noise,
traffic hazards and litter; to reduce air pollution and otherenvironmental factors, and to
preserve the safety of children and other pedestrians; to preserve the character of this
district as a residential district and to protect the residents of these areas from
unreasonable burdens in gaining access to their residences;

Mississippi River Blvd. between Summit Ave. and Exeter P1.
6. If, during the effective period of this non-resident parking '`��
control, parking demand shifts to streets outside of the
established parking areas, thereby creating additional and
substantial health and safety problems, the Director of Public
Works shall notify the City Council and request that a public
hearing be held for the purpose of considering the establish-
ment of non-resident parking control on additional streets.
The Director shall make his report to the Council, setting
forth his findings relating to the additional parking problems, �
together with his recommendations as to the area to be
- regulated and conditions to be imposed.
7. Two guest permits and four vehicle permits will be made
available to each household. No permits will be available
to owners or employees of commercil or office buildings.
BE�IT FURTHER RESOLVED; that an application for permits shall be on a form
provided by the director and shall contain the name and address of the applicant, make
: model, and license number of the vehicle. No person shall furnish false information in an
application for a vehicle permit. A false application shall be grounds for denial or
revocation of the permit and is punishable as a misdemeanor.

A minimum non-refund�ble permit application fee of $10 shall be charged for each
residential and transferable visitor permit to cover costs incurred as a result of the
implementation of residential permit parking.

Residents within the restricted area, at a cost of $ 1 for each permit, may apply to the
director for non-transferable and dated speci�l event permits upon a showing by the
resident that, during the date and hours for which the permits are to be issued, the use
of the permits shail be for special events consistent with the residential character of
the neighborhood and other provisions of law. The director shall determine the number of !
special event permits to be issued and the hours in effect upon his determination that
the issuance of same would not unduly impair traffic safety nor create serious problems
during the effective period of the permits.
Churches within the restricted area, at a cost of $1 for each permit, may acquire from
the director transferable special event permits provided that such permits shall be used
only in conjunction with events sponsored by the applicant church. The director shall
determine the number of and effective period of the permits to be issued. Such permits
shall not be required upon advanc notice to the enforcement agency for extraordinary
church events such as funerals, memorial services, festivals or bazaars or weddings,
where issuance of such permits would be impractical.

No permits issued under this chapter shall guarantee or reserve to the holder a particular
parking space within the designated area but shall provide general parking in said area
during the time specified by the resolution and so posted as required in section 168.1 1 of
this code.

Persons who perform services, maintenance, repairs, or emergency assistance for any
resident at or very near any particular area in which parking is so restricted are exempt
from restrictions imposed by this chapter, provided that their exception terminates
immediately upon the completion of services or assistance as herein provided. Nothing
in this section is intended to prohibit a resident owner of these vehicles from obtaining
residential parking permits for same in accordance with the provisions of this chapter. '
In the event any of the permits issued under this chapter is lost, duplicates shall be
o�btained from the director at a cost of $ 1 per permit, provided that no such duplicate
shall be issued unless and until the applicant has furnished to the director a written
statement under oath and properly notarized that he or she has lost the original permit.
No person shall apply for a duplicate permit unless the original permit has, in fact, been
lost.
Nothing herein shall abrogate the scope of parking privileges granted handicapped
persons as defined in section 144.20 of this Code or by statute of the state of Minnesota.

As is the case with so many disputes in cities,what is at issue : - ,
here is incompatibility between neighbors over the use of space.
Those who live near t6e campus believe they should be able to park
- , their cars in front of or near their houses and not a block or two
�� awaq.Those who drive to S�Thomas and are not able to park on
campus believe they should be able to nse neighborhood streets.
The availability of nearby on-strcet parking has helpe�make Sk
' � Thomas attractive to many evening students who are looking for a �
igood education with a minimum of hassle.Taking away some of the
ease of parking could conceivably have an impact on earollmenk
. Bqt allowing it to remain could drive some neig6bors,who
complain about being held prisoners in t6eir own homes,out of the
city.Even allowing for some hyperbole by t6e neighbors and
� acknowledging stepped up efforts by Sk Thomas to achieve both
�short-term and long-term solutions to its parking shortage,the �.
conflict should be resolved in favor of the neighborhood residents.

Dear President Tedesco and Memb�rs of the Saint Paul City Council:
As you know, the City Council is holding a public hearing on Tuesday,
August 12, on Permit Parking at Saint Thomas College as a result of
petitions filed by residents in the area.
This is a very controversial and camplex issue. Saint Thomas College is
vigorously opposed to its implementation at this time and until alternate
areas for student parking can be identified and improved.
We recognize the problem student parking has caused for residential
neighbors and their rightful concerns. The implementation of Pertnit

on the part of the CoZlege and the neighbors.
Sa�nt Thomas College has been an ��ortant and integral contributor to
the social, cultural and econamic life of our Gamwnity for many years.
As you know, they are receiving overtures to locate their School of
Management in other facilities in the metropolitan area. It would be
most unfortunate for our City if any action taken by the Council were
a factor in that decision.
Our organization at a recent meeting of our Executive Committee expressed
strong concern for the need to find a reasonable solution to the probl�ns
relatir_g to e.s:par.siar. and paYk.�ng at Sau-�t T;z�ras, yet cor�si�ter.t vJ-i=J� a
the concerns of the nei hborhood. Our or anization

would be pleased to work with the City and neighbors in seeking such a
solution.
The probl�n of parking, while it may have intensified recently, is not new,

and ha.s existed for a rnunber of years. Therefore, it wr�uld seem reasonable
that an extra sixty or ninety days be allowed to give one last effort to
finding a reasonable ar�l acceptable solution.
On behalf of the Saint Paul Area Chamber of Comnerce, I would urge the Council
to not a rove toda the Permit Parking and allow for some reasonable and
