The purpose of this Memorandum i to establish a clear understanding of intent of the parties regarding conditions g verning a premium pay rate for advanced training for certain classificati ns of employees in this bargaining unit. Statement of Intent and Pur ose It is the in ention of the Employer, during the term of this Memorandum of Agreement (t, rough December 31, 1987) to participate in a program of special training for; employees who occupy the titles: Cu' todian Engineer III Cu todian Engineer IV Cu todian Engineer V Su ervisor of Building Maintenance - TVI. The purpose ' f the training will be to strengthen the practical management skills of � these employ es, particularly with respect to fulfilling the responsibilities of these partic lar titles. It is the dell ire and intent of the Employer that all employees who occupy these titles, bothlcurrently assigned and prospectively, will complete this training at the earliest�ipossible opportunity. The training will be designed, prescribed, and provided by he Employer at no cost to the employee who has been regularly appointed to a listed itle. The training will be taken during the employee's own unpaid time. The Employer will provide a premium pay factor according to the following formula for current nd future employees in these titles who have satisfactorily completed the prescrib d training course, and have delivered to their supervisor evidence of such satisfa tory completion. The premium ' ay shall become effective with the first full pay period after completion o the training, but shall not be paid until the evidence of satisfactory completion h s been received by the Employer. In no case shall the premium be effective re roactively for more than six (6) pay periods. This artial premium payment will be granted if the employee has agreed in writing (fo to be provided by the City) that he/she will take the specified training, du� ing non-duty (unpaid) hours, and expects to complete Part I by December 31, 1986, an Part II by December 31, 1987. - 1 - I ' , • . . . Part I must t� ve been completed satisfactorily by December 31, 1986, or the artial P premium payme� t will be discontinued until such time as Part I has been satisfactoril� completed. When the emp yee satisfactorily completes Part I and presents the evidence thereof, the partial emium payment will be increased to 70' of the appropriate stated premium. Part II must ave been satisfactorily completed by December 31, 1987, or the partial premium paym t will be reduced to 402 until such time as this has been accomplished.l Em lo ee New A ointed to Title An employee n� wly appointed to one of these titles after the adoption of this Agreement can; be granted partial premium payment at such time as he/she has agreed in writing tol take the specified training within a two-year period from his/her date of appointme�y' , intending to complete Part I within the first year in title, and Part II no la� er than the end of the second year from the date of appointment. Should the e I loyee fail to satisfactorily complete the training within the time periods speci ied above, the partial premium payment (at either the 402 or the 707 level) will b discontinued and no premium will be paid until such time as the satisfactory ompletion has been accomplished. Should the e � loyee complete Part I and Part II of the training prior to the end of the specified time period, then the full premium shall be paid effective with the first full pa period after completion of both parts of the training. Evidence of satisfactory ompletion shall have been delivered by the employee to their supervisor be ore the full premium can be paid, and retroactive ad�ustment shall not exceed three onths. This Memorand m of Agreement shall be effective from the beginning of the first full pay period af er its adoption by the City of Saint Paul and shall expire on December 31, 1987.
