WHERE S, the City of Saint Paul is responsible for the plow-
ing of res ' dential streets within the city limits ; and
WHERE S , the citizenry of Saint Paul continues to request
increased agging and towing of snowbirds; and
WHERE S , violators of Chapter 161 Parking During Emergencies
(hereinaft r Chapter 161 ) creates hardship to residents and busi-
nesses du to narrowed traffic flow and reduced parking spaces ;
and
in1HERE S , violations of Chapter 161 increases the posting
of parkin bans for pushbacks and replowing, thus drastically
increasin the cost of snowplowing services ; and
WHERE S, streets which cannot be plowed full-width due to
snowbirds reduce fire , police and life safety vehicles ' ability
to respon quickly to emergencies ; and
WHER S, the appeal procedure is costly and time consuming
for both he municipality, the court system, and the appellant;
and
WHER S , the Department of Public Works lacks sufficient
staff to patrol the entire City of Saint Paul for violations
to Chapte 161 in a timely manner; now, therefore, be it
RESO ED, that the City of Saint Paul does hereby request
that the nicipal courts set a minimum fee of $40.00 for a viola-
tion of C pter 161 ; and, be it

FURTH RESOLVED, that all Police and Department of Public
Works empl ees may issue tickets for violations of the provisions
of Chapter 61 ; and, be it
FURTHE RESOLVED, that all tickets issued for violations
of Chapter 61 occur in a timely fashion; and, be it
FURTHE RESOLVED, that the additional revenue generated
be dedicate to the parking enforcement program; and, be it
FURTHE RESOLVED, that the Saint Paul Police Department
contract w th enough towing companies to assure the towing of
all violato s of Chapter 163 in a timely fashion after notifica-
tion to the towing company about the vehicles ' location.
