PROJECT: �i Improve S LLING AVENUE from Edgcumbe Road to West Seventh Street (City Proje t 86-P-0999) by regrading and paving, constructing curb and gutter, con tructing a new storm sewer, constructing new catch basins, constructi new driveways, an ornamental lighting system, sewer and water serv e connections. Also improve SNELLING AVENUE from Montreal Avenue to E gcumbe Road by constructing a center median, bump outs at Edgcumbe, ontreal, and the mid-block crosswalks, a bituminous overlay, sewer and ater service connections, and doing ail other work necessary and inciden ) to said improvement. I ISTING C DITIONS: Sneiling Av ue from Edgcumbe Road to West Seventh Street is a graded and oi led st et I t is narrow, on a hi I l, has several sharp curves and a rough drivin surface. Drainage structures are in poor condition and drain into a combi ed sewer. There are no sidewalks. Lighting is sparsely spaced and i adequate. The ADT is about 5,400 vehicles per day. SNELLING AV NUE from Montreai Avenue to Edgcumbe Road is a paved street with rbs. it is 56' wide. Students crossing from the school to . the activity ields must cross this wide street. The ADT is 7,600. The existing ligh ing is sufficient and would remain unchanged. Existing catch basins drain ta a combined sewer. PROPOS D IM ROVEMENTS: SNELLING AV� UE from Edgcumbe Road to West Seventh Street. We propose to� construct a new roadway with concrete curb and gutters. The new road ay will be constructed 32 feet wide from Edgcumbe Road to St. Dennis, an 26 feet wide down to Seventh Street. Partcing will be banned on bot sides. Seventh Street will be widened from Snelling to the west by const cting an acceleration lane. A new storm sewer will aiso be constructe . The existing combined sewer wiil be converted to a sanitary sewe . New catch basins wiii be constructed and connected to the new storm sewer. New driveways w i 11 be constructed, and a new lighting syste will be installed. � ii r � II SNELLING VENUE from Montreal Avenue to Ed cumbe Road � � /��� 9 � We propo to construct a center median, 10' "bump outs" on both sides in areas of id-block crosswalks and at intersections. There will be one driving la e in each direction, and a 10' parking lane on each side. The � pavement ill be milled and overlayed. The existing combined sewer wiil be separat d. The appearance of the street ill be greatly improved with the construction of the new roadway. i � The propos roadway improvements between Montreal Avenue and Edgcumbe R ad will make it easier and safer for students to cross the road. Drai ge and ride wiil be improved. This block will become a � transition f om the busy Snelling to the North of Montreai Avenue to the residential nelling South of Edgcumbe Road. HISTORY: � Several com unity and district council meetings have been held to discuss this project.� On March 4, 1986, this project was indefinitely laid over due . to strong co mun i ty oppos i t i on. S i nce March 4, 1986, Pub 1 i c Works has met with Do Lampland (representative of Highland Bluff Homeowners Association) everal times to try to resolve our differences. This street as initiaily scheduled for sewer separation in 1995, but since the str et rated very high on the list for reconstruction, the sewer separation w s moved up to be done at the same time. If this project is not approved t this time, it wiil be before the Council in 1995 with the sewer separa ion program. ADVERSE EFF T : - Snelling Aven e will be closed to traffic for sewer and paving work.
