WH REAS, the Minnesota ' Chapter of the National Forum for
Black ublic Administrators is dedicated to providing unique
resoure s to Black executives and public managers to help enhance
their c tribution to the science and public administration; and
WH EAS, the evolution of politica) changes in the City of
Chicago is a valuable learning experience in participatory
democrac and is of significant value to Minnesotans; and
WHE EAS, the Minnesota Chapter of the National Forum for
Black Pu lic Administrators, in conjunction with the City of St.
Paul an the Hubert H. Humphrey School of Public Affairs, is
hosting a delegation of elected officiats from the City of
Chicago nd State of Illinois to the Twin Cities on July 31 ; and
WHE EAS, the visiting dele�ation, Mayor Harold Washington,
Aldermen Danny Davis, William Henry, Percy Giles, County
Commissi er Bobbie Steele, Democratic Committeeman Johnny
Johnson, Representatives Rabert LeFlore, Arthur Turner, and
Anthony Young will participate in the Minnesota Chapter's
inaugurai forum, entitled, "The Rise of Urban Minority Political
Power: C icago, A Case Study, " to be heid on this day at the St.
Paul Hote ;
NOW, THEREFORE, the St. Paul City Council does hereby
proclaim he 31st day of July, 1986, to be
MINORITY PUBLIC ADMINISTRATORS DAY
in St. ui and encourage citizens to participate in this
important nd enlightening endeavor.
