1 WHEREAS, The Payne-Arcade Business Association has submitted a request to waive the 60%
2 requirement for a block party permit (Payne Avenae from Lawson Avenue to Case Streets) for
3 Payne-Arcade Harvest Festival, and

5 WHEREAS, the Payne-Arcade Bnsiness Association has argued that it would uot be practicable to
6 obtain neighborhood consent for Payne-Arcade Harvest Festival, and

8 THEREFORE BE TT RESOLVED, that the Saint Paul City Council hereby waives the 60% consent
9 requirement for a block party/special event permit for the 1999 Payne-Arcade Harvest Festival to be
10 held September 18,1999 between the hours of 9:00 A.M. and 6:00 P.M.

Block Parry Pernut requires 60 percent of properiy owners along a block parly sign a petition to allow a festival. In cases where
it would be a hardship to collect 60% of the signatures, the City Council has the authority to waive the requirement.
Payne-Arcade Harves[ Festival celebration scheduled for Saturday, September 18, 1999 is wer 2 blocks in length and would
therefore be considered a hardslup.
