the sa e safe and not detrimental to the public peace, health,
safety and welfare by having the said building razed or
rehabil ' tated and the materials therefrom removed from the
premise within thirty (30) days from the date of the service of
this Or er;
2 . Unless such corrective action is taken to comply with
this O der or an Answer served upon the City of Saint Paul and
filed n the office of the Clerk of District Court of Ramsey
County, Minnesota within twenty (20 ) days from the date of the
service of this Order, a Motion for summary enforcement of this
Order raze and remove the said building will be made to the
Ramsey ounty District Court;
3 . In the event that the building is to be razed by the
City o Saint Paul pursuant to judgment of the District Court,
all pe sonal property or fixtures of any kind which may
unreaso ably interfere with the razing and removal of these
buildin s shall be removed within ten (10 ) days from the entry of
judgmen ; and if not so removed, the City of Saint Paul shall
remove and dispose of such personal property and fixtures as
provide by law;
4 . If the City of Saint Paul is compelled to take any
correct ve action herein, all necessary costs expended by the
City wi 1 be assessed against the above described real estate and
collect d as other taxes; and be it

The Building Inspection and Design Division is hereby submitting its report on the
condition of the structure at the location referred to above.
The owner o�' record is: Mary H. Parker, 2316-33 Road N. , Omaha, Nebraska 68111.
The legal d� cription of the property is: Lot 18 Block 7 of Rogers' Addition to
St. Paul.
The buildin� is a: Two story, wood frame, single family residence.
The subject 'I roperty has been boarded up by the City since August 8, 1983.
This buildi� because of age, deterioration, lack of proper maintenance, vandalism
and the fol]} wing list of deficiencies is deemed to be hazardous.
Inasmuch as ! he conditions outlined above constitute a public hazard and the owner
has made no � ttempt to satisfactorily repair the damage despite our warnings, and
the continuq vacant and boarded-up condition contributes a blighting influence
on the neigh orhood, it is the recommendation of this Division that this matter be
referred to he City Attorney's office for razing and removal through District Court
proceedings.

WHE AS, the Building Inspection and Design Division
has req sted the City Council to hold a public hearing to
consider the advisability and necessity of the correction
or wreck ng and removal of the following described building,
said st cture having been reported to constitute a public
hazard:

WHE AS, as of July 2, 1986 a review of the records in
the Ram y County Recorder' s office indicates that the fee
owner is Mary H. Parker whose address from County Tax Records
is 2316- 3 Rd. N. , Omaha, Nebraska 68111. Preston P. Parker
has a li n interest in the premises as a result of a divorce.
His add ess according to a bankruptcy action filed on March
25, 1985, File No. 3-85-1696 is 934 W. Central, St. Paul, MN 55104 .
A copy o all notices shall also be sent to Federal Bankruptcy
Court for entry in their file No. 3-85-1696.
Othe lien holders include the following: Department
of Housi g and Urban Development from their mortgage of $22, 130
dated De ember 16, 1980, Document No. 2102847 whose address
is: 22 South 2nd Street, Minneapolis, MN 55401; Mr. Gil
Schlagel, attorney at law, has an attorney' s lien against

WH EAS, the Building Inspection and Design Division
on beha f of the City Counil did notify by mail the above
noted p rties of interest at their last known address.
WH EAS, a public hearing was held by and before the
Council ' of the City of St. Paul in the Council Chamber of
the Cou' t House of said city at 10 : 00 a.m. on Thursday, July
24, 198 to consider the advisability and necessity of ordering
the co rection and wrecking and removal of said structure
on thel above described property inasmuch as said structure
is repo' ted to constitute a hazard to public health, safety
and wel are.
WH EAS, upon the facts presented at the said hearing
consisting of photographs, inspection reports and the recommenda-
tion of the Building Inspection and Design Division, it is
further determined that the above building constitutes a hazard-
ous bui ding within the definition of Minnesota Stattues 463 .15
for the 'following reasons :
1. The subject property has been boarded up by the City
since A gust 8, 1983 .
