WHE EAS, the Building Inspection and Design Division
has req ested the City Council to hold a public hearing to
consider the advisability and necessity of the correction
or wrec ing and removal of the following described building,
said st uc�ture having been reported to constitute a public
hazard:
175 St.Clair Lot 15, Block 3 , Detached wood
(ga age only) Macalester Villas frame garage
WHE EAS, as of July 2, 1986 a review of the records in the
Ramsey ounty Recorder' s office indicates the fee owner is
Eugene dward Mullenmeister, 1287 Sargent Avenue, St. Paul,
MN 55105 The property is subject to the following mortgages:
No. 6324 7 dated 11/24/76 in the amount of $39, 000 by Conservative
Mortgage Corp. , an Iowa corporation, 1200 Roanoke Building,
Minneapo is, MN 55402 ; Document No. 738269 dated 5/10/83 in
the amou t of $10, 000 by T. J. Salmen assigned to Sid Sylvester,
2719 E. 42nd St. , Minneapolis, MN 55406; Document No. 738270
dated 5/ 0/83 in the amount of $7, 000 by T. Jay Salmen, 1922
Highland Parkway, St. Paul, MN 55116 . There are no judgments
of recor filed against the above parties .
WHE AS, the Building Inspection and Design Division
on behal of the City Council did notify by mail the above
noted pa ies of interest at their last known address.
WHE AS, a public hearing was held by and before the -
Council f the City of St. Paul in the Council Chamber of
the Cour House of said city at 10 : 00 a.m. on Thursday, July
24, 1986 to consider the advisability and necessity of ordering
the cor ction and wrecking and removal of said structure
on the bove described property inasmuch as said structure
is repor ed to constitute a hazard to public health, safety
and welfa e.

WHE EAS, upon the facts presented at the said hearing
consisti g of photographs, inspection reports and the recommenda-
tion of the Building Inspection and Design Division,
it is urther determin�c; that the above building const.itutes
a hazard us building within the definition of Minnesota Statutes
463 .15 f r the following reasons :
l . The garage has been boarded up by the City since
March 19, 1986 ;
2 . Because of fire damage, age, deterioration, lack
of prope' maintenance and the following list of deficiencies,
the buil ing is deemed to be hazardous :
a. �� Severely burned roof areas .
b. 'The rafters and sheathing are badly charred and
'the rafters are sagging.
c . The southeast corner of the garage is severely charred.
d. i he top one to two feet of the walls are severely
'charred.
3 . The conditions outlined above constitute a public
hazard d the owner has made no attempt to satisfactorily
repair t e damage despite the warnings of the Building Inspection
and Desi n Division.

RESO VED, That in accordance with the Minnesota Statutes
Sections 463 . 15 through 463 .25 and based upon the foregoing
findings ' of the City Council, the Council of the City of St.
Paul does hereby make the following Order:

1 . I The owners of the above described building shall make
the same� safe and not detrimental to the public peace, health,
safety nd welfare by having the said building razed or
rehabili ated and the materials therefrom removed from the
premises within thirty ( 30 ) days from the date of the service of
this Ord r;
2 . Unless such corrective action is taken to comply with
this Ord r or an Answer served upon the City of Saint Paul and
filed in the office of the Clerk of District Court of Ramsey
County, innesota within twenty (20) days from the date of the
service f this Order, a Motion for summary enforcement of this
Order to raze and remove the said building will be made to the
Ramsey C nty District Court;
3 . In the event that the building is to be razed by the
City of aint Paul pursuant to judgment of the District Court,
all pers nal property or fixtures of any kind which may
unreasona ly interfere with the razing and removal of these
buildings shall be removed within ten (10 ) days from the entry of
judgment; and if not so removed, the City of Saint Paul shall
remove a d dispose of such personal property and fixtures as
provided y �law;
4 . If, the City of Saint Paul is compelled to take any
correctiv action herein, all necessary costs expended by the
City will be assessed against the above described real estate and
collected as other taxes; and be it
FURT ER RESOLVED, that a certified copy of this resolution
and inco orated Order herein be served upon the last record
owners of the above described property in the manner provided by
law.

The building ' s a detached wood frame garage.
The subject p operty has been boarded up by the City since 3/19/86.
This building, because of the fire damage, age, deterioration, lack of proper main-
tenance and t e following list of deficiencies is deemed to be hazardous.
Inasmuch as t e conditions outlined above constitute a public hazard and the owner has
made no attem t to satisfactorily repair the damage despite our warnings, and the
continued vac nt and boarded-up condition contributes a blighting influence on the
neighborhood,', it is the recommendation of the Division that this matter be referred
to the City A torney's office for razing and removal through District Court proceedings.
