parti ip tion in public life, including their own homes and
neighllor oods; and
Where � s, the existence of such establishments has been found
to ha e egative economic impacts on other retail and cortxner-
cial st biishments, as well as the potential for economic
devei m t and, in general has a blighting effect; and
Where � , the community based St. Paul Pornography Action Task
Force as declared as its goai to rid St. Paul residential areas
