Earlier this year, the Mayor accepted a Police Department proposal to combine Fire and Police emergency
communications and dispatch functions under Police Department management. Under the new structure, it was
determined that there was a need to establish a new civilian shift supervisor class to replace Sergeants who had
previously performed such duries.
ADVANTAGESIFAPPROVED:
Equitable compensation will be established for this new class having the combined responsibility of supervising both
Fire and Police Dispatchers and Telecommunicators.
DISADVANTAGESIFAPPROVED:
None
DISADVANTAGES IF NOT APYROVED:
Compensation will not be established for this new class of positions. The City will not have the ability to
appropriately classify and compensate shift supervisary positions in the Emergency Communications Center.

Background
Earlier this year the Mayor acezpted a Police Department proposal to combine F'sre and Polic�
emergency communications and dispatch functions under Police management. Under khe new
structure, supervision of the different shifts af Dispatchers and Telecommunicators will be
coflducted by civilian personnel instead of Sergeants as had been done under the old structure.
Consequently, there was a need to develap a new Emergency Communications Center Shift
Supervisor classification.

Job Description
Positions in the proposed class will be perfomung responsible supervisory work in overseeing the
adivities of personnel assigned to the newly combined Emergency Comm„ni�ations Center.
Supeivision will be received from the Emergency Communications Center Manager.
Appro�rimately s� positions will be allocated to this class. Cseneral and technical supervision will
be exercised over assigned Fire Alarm Dispatchers, Palice Dispatchers and Telecommunicators.
Sa�e of the typical duties performed by positions in this ciass will be:
Supervising, scheduling, assigning, and evaluating the work of emergency communications
Center Staff.
Assisting in the development and implementation of procedures relating to emergency dispatch
communications.
Assisting in planning, scheduling, and providing practicai, procedural, and technical training
for Dispatchers and Telecommunicators.
Ensuring that information on sueets, hydrants, water mains, and other necessary information
is accurate and remains current in the Computer Aided Dispatch System (CAD) and related files;
ensuring that the appropriate department is noti&ed of any changes or necessary repairs.
Researching needs and secommending system refinements and new or replacement equipment;
evaluating es�uipment and systems pertinent to emergency cc�mmunicatious.
Responding when directed, to the Emergency Communications Center in the event of muUiple
ataz'm fires, disasters, and CAD system malfunctions, in order io coordinate dispatch activities or
troubleshoot and correct problems.
Collecting and compiling information used to evaluate response performance.
Coordinating the maintenance activities for primary and back-up communications equipment.
Supervising the taping and records retention of radio and telephone communicarions to ensure
accurate transcriptians of emergency aetivities.
Ma�ntaining records on Opiicom system status and repair requests.
During time of emergencies and recails, activates community warning sirens, emergency atert
systems, group paging systems, and other group alerting devices.
Monitoring employee compliance with dispatch standards and providing feedback and remedial
action as necessary as part of ths coordinated quality assurance program.

Comoarisons
The duties of positions in the proposed class are similar to those of the currently vacant Fire
Dispatch Supervisor class. They are also similar to those of the Sergeants assigned to the Police
Coaununicafions Center. Posirions allocated to the Fire Dispatch Supervisor class performed
duties in overseeing the work of Fire Atarm Dispatchers and ather personnel assigned to the Fire
Communications Cemer. Sergeants perform duties in overseeing the work ofPolice D'sspatchers
and Telecommunicators and other personnel assigned to the Police Communications Center. The
proposed new ciass of positions has responsibility for providing supervision and leaderslug to
assigned personnel, on a shift basis, in a combined Fire and Police emergency communications
program. The supervisory responsibilities of positions in the proposed new classification are
similar in scope to those of the Fire Dispatch Supervisor, but the duties listed for that class ate
specific to the Department of Fire and Safety Services. Those responsibilities are also similar in
scope to the Sergeants pexforming shift supervision in the Police Departrxient Communications
Center. However, the positions in the new class will not have any responsibility for direct law
enforcemern activities as do Sergeants. Therefor, the posirions in the proposed new class do not
match well with existing class specifications or with positions allocated to existing classes.
Q. E. S. Evaluation and Analysis
The QES analysis supports assigning the proposed class of positions to grade 36X of the Police
Federation salary schedute.
Recommendation
IY is recommended that the new classification entitled "Emergency Communications Center Shift
Supervisor" be created. It is also recommended that the new class be assigned to the Police
Federation bargain'sng wriY in gade 36X, which is the same as that assigned Sergeants without the
FOST certification premium.

stated thai he approved the 20 day notices an ihe Ptoposed EmeTB�ey Communications Center
Cotnn�auder and Shift Supervisor class specifications. However, be would like to change the name
of the Cortunander to Manager. The reason for doing tbis waa tbat the Convnander tiUe is
commonly associated with swom law enforcement activities and the posidon in question will be
managing tUe Emergency Communications Center aud not perfornw�g such activities.

fire suppression, and emergency medicai service agencies. Additional emergency dispatch
experience as described may be substituted for the educaiion requireme�t on a one year of
piperience for oae year of educataon basis. Such emergency dispatch eacperience may
include dispatct�er work in an out-of-title or relief assignment that is verifiable. There is
no substitution for the two year experience requirement.

Background
Earlier this year the Mayor acezpted a Police Department proposal to combine F'sre and Polic�
emergency communications and dispatch functions under Police management. Under khe new
structure, supervision of the different shifts af Dispatchers and Telecommunicators will be
coflducted by civilian personnel instead of Sergeants as had been done under the old structure.
Consequently, there was a need to develap a new Emergency Communications Center Shift
Supervisor classification.

Positions in the proposed class will be perfomung responsible supervisory work in overseeing the
adivities of personnel assigned to the newly combined Emergency Comm„ni�ations Center.
Supeivision will be received from the Emergency Communications Center Manager.
Appro�rimately s� positions will be allocated to this class. Cseneral and technical supervision will
be exercised over assigned Fire Alarm Dispatchers, Palice Dispatchers and Telecommunicators.
Sa�e of the typical duties performed by positions in this ciass will be:
Supervising, scheduling, assigning, and evaluating the work of emergency communications
Center Staff.
Assisting in the development and implementation of procedures relating to emergency dispatch
communications.
Assisting in planning, scheduling, and providing practicai, procedural, and technical training
for Dispatchers and Telecommunicators.
Ensuring that information on sueets, hydrants, water mains, and other necessary information
is accurate and remains current in the Computer Aided Dispatch System (CAD) and related files;
ensuring that the appropriate department is noti&ed of any changes or necessary repairs.
Researching needs and secommending system refinements and new or replacement equipment;
evaluating es�uipment and systems pertinent to emergency cc�mmunicatious.
Responding when directed, to the Emergency Communications Center in the event of muUiple
ataz'm fires, disasters, and CAD system malfunctions, in order io coordinate dispatch activities or
troubleshoot and correct problems.
Collecting and compiling information used to evaluate response performance.
Coordinating the maintenance activities for primary and back-up communications equipment.
Supervising the taping and records retention of radio and telephone communicarions to ensure
accurate transcriptians of emergency aetivities.
Ma�ntaining records on Opiicom system status and repair requests.
During time of emergencies and recails, activates community warning sirens, emergency atert
systems, group paging systems, and other group alerting devices.
Monitoring employee compliance with dispatch standards and providing feedback and remedial
action as necessary as part of ths coordinated quality assurance program.

Comoarisons
The duties of positions in the proposed class are similar to those of the currently vacant Fire
Dispatch Supervisor class. They are also similar to those of the Sergeants assigned to the Police
Coaununicafions Center. Posirions allocated to the Fire Dispatch Supervisor class performed
duties in overseeing the work of Fire Atarm Dispatchers and ather personnel assigned to the Fire
Communications Cemer. Sergeants perform duties in overseeing the work ofPolice D'sspatchers
and Telecommunicators and other personnel assigned to the Police Communications Center. The
proposed new ciass of positions has responsibility for providing supervision and leaderslug to
assigned personnel, on a shift basis, in a combined Fire and Police emergency communications
program. The supervisory responsibilities of positions in the proposed new classification are
similar in scope to those of the Fire Dispatch Supervisor, but the duties listed for that class ate
specific to the Department of Fire and Safety Services. Those responsibilities are also similar in
scope to the Sergeants pexforming shift supervision in the Police Departrxient Communications
Center. However, the positions in the new class will not have any responsibility for direct law
enforcemern activities as do Sergeants. Therefor, the posirions in the proposed new class do not
match well with existing class specifications or with positions allocated to existing classes.
Q. E. S. Evaluation and Analysis
The QES analysis supports assigning the proposed class of positions to grade 36X of the Police
Federation salary schedute.
Recommendation
IY is recommended that the new classification entitled "Emergency Communications Center Shift
Supervisor" be created. It is also recommended that the new class be assigned to the Police
Federation bargain'sng wriY in gade 36X, which is the same as that assigned Sergeants without the
FOST certification premium.

Background
Earlier this year the Mayor acezpted a Police Department proposal to combine F'sre and Polic�
emergency communications and dispatch functions under Police management. Under khe new
structure, supervision of the different shifts af Dispatchers and Telecommunicators will be
coflducted by civilian personnel instead of Sergeants as had been done under the old structure.
Consequently, there was a need to develap a new Emergency Communications Center Shift
Supervisor classification.

Job Description
Positions in the proposed class will be perfomung responsible supervisory work in overseeing the
adivities of personnel assigned to the newly combined Emergency Comm„ni�ations Center.
Supeivision will be received from the Emergency Communications Center Manager.
Appro�rimately s� positions will be allocated to this class. Cseneral and technical supervision will
be exercised over assigned Fire Alarm Dispatchers, Palice Dispatchers and Telecommunicators.
Sa�e of the typical duties performed by positions in this ciass will be:
Supervising, scheduling, assigning, and evaluating the work of emergency communications
Center Staff.
Assisting in the development and implementation of procedures relating to emergency dispatch
communications.
Assisting in planning, scheduling, and providing practicai, procedural, and technical training
for Dispatchers and Telecommunicators.
Ensuring that information on sueets, hydrants, water mains, and other necessary information
is accurate and remains current in the Computer Aided Dispatch System (CAD) and related files;
ensuring that the appropriate department is noti&ed of any changes or necessary repairs.
Researching needs and secommending system refinements and new or replacement equipment;
evaluating es�uipment and systems pertinent to emergency cc�mmunicatious.
Responding when directed, to the Emergency Communications Center in the event of muUiple
ataz'm fires, disasters, and CAD system malfunctions, in order io coordinate dispatch activities or
troubleshoot and correct problems.
Collecting and compiling information used to evaluate response performance.
Coordinating the maintenance activities for primary and back-up communications equipment.
Supervising the taping and records retention of radio and telephone communicarions to ensure
accurate transcriptians of emergency aetivities.
Ma�ntaining records on Opiicom system status and repair requests.
During time of emergencies and recails, activates community warning sirens, emergency atert
systems, group paging systems, and other group alerting devices.
Monitoring employee compliance with dispatch standards and providing feedback and remedial
action as necessary as part of ths coordinated quality assurance program.

Comoarisons
The duties of positions in the proposed class are similar to those of the currently vacant Fire
Dispatch Supervisor class. They are also similar to those of the Sergeants assigned to the Police
Coaununicafions Center. Posirions allocated to the Fire Dispatch Supervisor class performed
duties in overseeing the work of Fire Atarm Dispatchers and ather personnel assigned to the Fire
Communications Cemer. Sergeants perform duties in overseeing the work ofPolice D'sspatchers
and Telecommunicators and other personnel assigned to the Police Communications Center. The
proposed new ciass of positions has responsibility for providing supervision and leaderslug to
assigned personnel, on a shift basis, in a combined Fire and Police emergency communications
program. The supervisory responsibilities of positions in the proposed new classification are
similar in scope to those of the Fire Dispatch Supervisor, but the duties listed for that class ate
specific to the Department of Fire and Safety Services. Those responsibilities are also similar in
scope to the Sergeants pexforming shift supervision in the Police Departrxient Communications
Center. However, the positions in the new class will not have any responsibility for direct law
enforcemern activities as do Sergeants. Therefor, the posirions in the proposed new class do not
match well with existing class specifications or with positions allocated to existing classes.
Q. E. S. Evaluation and Analysis
The QES analysis supports assigning the proposed class of positions to grade 36X of the Police
Federation salary schedute.
Recommendation
IY is recommended that the new classification entitled "Emergency Communications Center Shift
Supervisor" be created. It is also recommended that the new class be assigned to the Police
Federation bargain'sng wriY in gade 36X, which is the same as that assigned Sergeants without the
FOST certification premium.

stated thai he approved the 20 day notices an ihe Ptoposed EmeTB�ey Communications Center
Cotnn�auder and Shift Supervisor class specifications. However, be would like to change the name
of the Cortunander to Manager. The reason for doing tbis waa tbat the Convnander tiUe is
commonly associated with swom law enforcement activities and the posidon in question will be
managing tUe Emergency Communications Center aud not perfornw�g such activities.

An associate degree in public administration, business administration, communications,
electronics, or a related field, and two years of experience as a dispatcher in an emergency
communications center providing computer-aided dispatch services to law enforcement,
fire suppression, and emergency medicai service agencies. Additional emergency dispatch
experience as described may be substituted for the educaiion requireme�t on a one year of
piperience for oae year of educataon basis. Such emergency dispatch eacperience may
include dispatct�er work in an out-of-title or relief assignment that is verifiable. There is
no substitution for the two year experience requirement.
