There was no opposition present at the hearing. Ms. Datsko sh �e �slides of the site and reviewed the staff report with a recommendation for deniai. Ms. D }Sk �stated that if a B-2 zoning classification is allowed, large advertising signs would be allo ed n this property. David Brooks i�62 South Shore Blvd., White Bear Lake, stated that he is a small contractor and has a chance bu this vacant building. He said the building will be used for an electrical contractor. H sai that he doesn't think very much traffic would be generated by this use. He said the prese �t z hing classification would probably create more traffic than his proposed use. He said the p pe ky' is currently very run-down. Hearing no f Iptthe� testimony, Mr. Pangal closed the public hearing portion of the meeting. Mr. Pangal st I�ed hat he lives near this property. He said that at one time there was an entrance and exit to th � pr perty off of Hwy. 12 but now there is no entrance or exit off the freeway. He said this prop rty �has been vacant a couple of years, that people can't find this building, and that businesses th ha e located here tend to go broke. He stated he felt this property would be ap- propriate for n e ectrical contractor and that this would not interfere with the residential character of e �ighborhood. Mr. Lanegran��sk d about advertising signs that would be allowed in a B-2 zone. Mr. Pangal st Ited �t was not likely that an electrical contractor would want to erect a large adver- tising sign, b ,� th t if he were offered enough money, the applicant may want one. Ms. Zieman s �gge ted that the committee ask Mr. Brooks about an advertising sign. Mr. Pangal st ted Ithat a billboard could be erected, but that you don't get that much money for having one o I th $e on your property. Mr. Brooks s Ited Ithat as a good businessman, if he were offered enough money, he would prob- ably conside iere ting an advertising sign. Mr. Lanegra Ilsta led that he felt this property was a hardship case. Mr. McGuire I�sk I if owners of property adjacent to the freeway were compensated when the freeway was �ut n and access to the highway was closed off. Acc s t the site is on Hudson Road and English Ave., both primarily residential streets in t �is a ea. Traffic associated with typical B-2 uses is considerably more intense than that,bf t e typical OS-1 use. Therefore, by this rezoning, traffic volumes could increase to a eve unacceptable for streets whose main purpose is residential. � 5. The it s comprehensive plan states that the city will review its present commercial zon' g t ensure that each zoning classification reflects uses appropriate to the intended app cat n of that district. The OS-1 district is intended to accommodate various types of o fic uses performing administrative, professional and personal services and "to serve as a :a �itional use between the more intensive uses oi' [ancl such as...commercial districts, and he ess intensive uses of land such as one-family residential." It is clear that the in- tent �n the OS-I zoning district in this location was to accommodate less intensive uses suc as usiness or professional offices. G. TA F N `LY I : Amendments to zoning ordinances are not meant to be easily obtained. The rati nal for such changes can be disaggregated into three considerations: (1) a mistake in the orig al oning, (2) the eharacter of the neighborhood has changed to such an extent as to justify zo �ng, and (3) a public need exists for the rezoning. Staff does not find that the applica s h ve met any of the above criteria. H.
