'I'his expansion of our jo cr ation efforts is a positive step in the direction of addressing the needs of unemplo d aint Paul residents. I have lo liked into the implications of this expansion on our existing staff in PED. I feel, based on hei experience in negotiating similar agreements and on documenting hiring successe , th t the expertise of the Job Creation and Training Section is currently committ d t similar efforts on UDAG projects and on Enterprise Zone agreements, as well as other co omic development activity. Adequate staffing for this new function of the Job Creatio 'land Training Section is critical to the success of this new effort. My requ t t the Council at this time is that we demonstrate our commitment to the Bond Commis on eport and the incorporated authority of First Source Agreements on Bond Finance pro 'ects by providing for two (2) additional FTE's in the 1986 PED budget, out of General ,un support. The positions will be a Manpower Planner and a Project Management Technici n, nd their responsibilities will be for the express purpose of implementation and monitori g o First Source Agreements. It is significant to note also, that at present the Job Cre ion and Training Section operates solely without General Fund support. Adequat st fing for the implementation of this new policy is crucial to its success. Your support 'ill emonstrate the serious nature of our commitment to our efforts in the area of Job Cre �tion and this new initiative. Thank y fo' your consideration.
