In a coi^dance with Section 10. 07. 03 of the City Charter, I
am n ' tifying you that there will be a revenue shortage for
fina cing the adopted 1986 budget . The budget director estimates
the ev�nue shortage to the General Fund budget to be $2, 055,000
(Ble s ' ! May 9, 1986 memo attached) .
� As y u know, I have consulted with Department and Office Directors,
City em loyees, bargaining unit representatives and the budget
dire to� in formulating an action plan to address the revenue
shor fa11 without employee layoffs. The plan requires the
Mayo to use his executive power to cut General Fund spending
by $ 35, 537 (and Special Fund spending by $210, 250) , and requires
City �Council to amend the General Fund financing plan by using
$470 213 in fund balance designated for the One-Third Savings
Ince tive Program, transferring from other budgets $460, 250,
and ai�ing user fees by $153, 000, and to cut spending in the
Legi lative Branch by $36, 000.
The ransfers from other budgets totaling $470,213 is made
up o $250, 000 from the City Hall Annex Operating Fund, (the
mone , b�ing saved for the basement remodelling project ) and
$210 250 in savings from price reductions in oil related products.
I am :,transferring $100, 000 in oil price savings to an Energy
Cons rv�,tion/Preventive Maintenance Program, where projects
will be!, funded which will reduce future budget liabilities
by r 'dueing energy consumption and/or by implementing systematic
main enance activities which will reduce extraordinary maintenance
cost . , The user fees increase of $153, 000 is made up of a
20% nc$�ease in paramedic fees for advance life support service
(mos ' b�.11s are covered by insurance) which will generate
$121 '�i000 and by a $32, 000 increase in Municipal Athletic fees
for du�.t recreation programs.
Most 'sp�nding cuts will be internal to our organization, and
will ''not affect services to the community. I have responded

agen ' es�, but , I will inform them that the total amount of
City onl�y available in 1987 will be less than budgeted in.
