Recogni ing the need for open and complete disclosure by witnesses
and Ta k �'orce members and in light of the communication from
Police Chief McCutcheon to Officer Steve Rollins regarding his
appeara ce before the Task Force on June 11 , 1986 , and in order
to ena 1e the Task Force to perform its appointed tasks , the
Task Fo ce requests the Mayor to immediately grant absolute immun-
ity fr disciplinary actions or any other form of reprisal for
all Cit employees("See ity of St. Paul Human Rights Ordinance '
Section '. 1$3,. 11 ) for conduct relating in any way to appearances
