WI�REAS, the Office of License, Inspections and Environmental Protection (LIEP) has notified the public
and the taxicab industry that there aze a number of taxicab licenses available in the City of Saint Paul; and
WF�REAS, the Office of LIEP has received thirry-six (36) applications by the pre-established deadline of
May 14, 1999; and
VJf�REAS, the Office of LIEP has evaluated the applications received according to the criteria contained in
Chapter 376 of the Saint Paul Legislative Code, pazagraphs 08 through 10; and
WHEREAS, the Office of LIEP has presented its recommendations and its rafionale for the approval of eight
(8) new licenses in conjunction with the permanent addition of eighteen (18) previously authorized winter
licenses; and
WHEREAS, the City Council has received the recommendations and concurs therein, now therefore be it
RESOLVED, that upon the recommendation of the Mayor, the Council of the City of Saint Paul does hereby
approve the eighteen (18) temporary winter licenses to the previously authorized applicants as permanent
additions to the license cap, and further approves the issuance of eight (8) new tasicab licenses to the
following applicants:
American Cab - 4licenses
Airport Taxi - 4licenses

need for additional taxicabs has been identified. The eighteen (18) winter
licenses have proven effective and qualified applicants have been identified
for an additional eight (8) licenses.
VANTAGES IF APPROVED:
The license cap will be raised to reflect the actual demand for taxicab
service in the City.

ISADVANTAGES IF-NOT APPROVED:
The operators who were authorized winter licenses will have to cease operation
immediately. Eight qualified applicants will not be authorized to operate
licenses that are clearly needed.
