THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section l .
That Section 183.16 of the Saint Paul Legislative Gode is
hereby amended as follows:

183.16. Enforcement; procedures. The director shall �'
promptly investigate, upon complaint or upan his or her
own motion, any violations of this chapter, including
violations filed against the city of Saint Paul . If,
after investigation he or she shall have reason to
believe a violation has occurred, he or she may refer

the matter to the city attorney for prosecution, -- - -
initiate civil enforcement procedures as herein
pr�ovided, request outside counsel pursuant to applic-
abl.e charter procedures in those cases where a conflict
of interest has been determined to exist by the City
Attorne , or enter into a settlement agreement, which,
when approved by the commission shall have the same
force as a commission order.
� . No information or evidence obtained through a civil
enforcement procedure after a formal complaint has
been filed by the director shall be used or intro-
duced in any criminal proceeding arising out of the
same violation. '
