WHEREAS , the problem of cleaning litter on public lands
will remain to be an enormous annual maintenance cost to the
City of Saint Paul ; and
WHEREAS , the problem of dog litter on public lands can pose
a health hazard to Citizens of Saint Paul ; and
WHEREAS , the Park Rangers can provide additional assistance
in the enforcement of Chapter 200. 11; now, therefore, be it

Chapter 200.09 as an enforcement officer ; and
