Applicant may recycle these funds for similar program activities. (b) No funds are budgeted for personnel salaries. (2) Concord Revitalization Initiative The $226,000 grant shall meet the following conditions and budget line item modifications: (a) Principle and interest repayments from the commercial loan program shall be returned to a PED account. Appjicant may recycle these funds for similar program activities. (b) Reduction of �,10,000 in personnel salaries. (c) No funding for proposed market analysis activities ($4,000) (d) No funding for proposed loan guarantee fund ($10,000) (3) Snellin Commercial Residential Im rovements The 230,500 grant is subject to the following budget line item. modifications: (1) Reduction of $9,000 in personnel salaries (2) Reduction of $1,250 in program costs (supplies, travel , printin�) (3) Reduction of $35 in public improvements. The specific charge of the CIB Committee is to review proposals for conformance with adopted Capital Allocation Policies. In addition, the Committee considers each proposal in light of its appropriateness for use of capital improvement dollars. The rating given by the CIB Committee to each proposal, based on a range of 0 points to indicate a low rating to 3 points to indicate a high rating, are as follows: pROPOSAL TI Concord Revitalization Initiative 3 Highland Block Nurse Program 3 North End Resident/Commercial Revitalization 2 Rainbo Summit Project 0 Riverview Improvement and Expansion 1 Selby Avenue Revitalization Project 0 Snelling Commercial/Residential Zmprovements 3 Opper Payne Revitalization Project 0 Vacant Housing Rehabilitation Program 3 The members of the CIB Committee would like to express concern about the scope of the North End Resident/Co�amercial Revitalization Project. Specifically, the condition of at least part of the residential area targeted in the proposal is such that Canmittee members question whether the program described can have any impact. On May 9, 1986, the Planning Corr�nission review- ed nine applications and decided to recommend funding for five. I support the Commission's recommendations. The five projects recommended by the Planning Commission, Department of Planning and Economic Development, and me are: 1 . Vacant Housing Rehabilitation Program 2. Concord Revitalization Initiative 3. Highland Block Nurse Program 4. Snelling Commercial Residential Improvement Project 5. Rainbo Summit Project These recommendations are based on a process that includes review by the Capital Improvement Budget Committee, Neighborhood District Councils, Planning Commission, and PED staff. The ratings, funding recommendations, and in four specific cases funding stipulations are shown on the sheets attached to the Planning Commission Resolution. Tne four projects which were not recommended for funding include: l . Riverview Improvement and Expansion Project - The major issue with this proposal is the very large target area which encompasses approximately half of the West Side. This lack of program concentration would not have resulted in a 1asting neighborhood impact. It should be pointed out that the large target area allowed the app1icant to overstate the private match potential and skew the rating sheet score. �46 , _ . , , ��-��� Council President Victor Tedesco and Members of the City Council May 14, 1986 Page 2 2. North End Residential Commercial Revitalization Project - The primary issue with this proposal is the residential component. (The CIB Committee also identified the residential component as an issue. ) The issue is not one of need but whether an exterior improvernent program is the appropriate tool to be using in this particular case. Within the target area are numerous vacant houses and others with severe structural , health, and safety problems. 3. Selby Avenue Revitalization - The primary issue with this application is the f act that there is no organization structure in place to manage the project. N.P.P. funds cannot be used for planning and the development of organizations. 4. Upper Payne Revitalization Project - Besides its low rating, the primary issue with this proposal is the relatively poor performance on previous N.P.P. grants on Payne Avenue. Part of this stems f rom insufficient neigh- borhood staff time being devoted to the projects. Until this situation is corrected, additional funding is not recommended. I continue to be pleased with the overall effort in the neighborhood and the quality of the N.P.P. applications, and I would urge swift City Council selection of the 6th cycle projects. I would also encourage the four proposals not recom- mended to modify their proposals and reapply to the next N.P.P. cycle.
