THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN: Section 1 . That Section 376. 09 of the Legislative Code be amended to read as follows: 376.09. Vehicles-requirements. No public vehicl�e shall be licensed until it has been thoroughly and carefully examined and found to comply with the following: (1 ) Every vehicle licensed initially as a taxicab shall be a new vehicle or a used venicle not more than three model years old and with an odometer reading of 50, 000 miles or less as of January 1 of the license year which has been certified by an author- ized dealer, in accordance with standards adopted by the license inspector, to be in a safe operating condition. All taxicab vehicle licenses shall expire five years from January 1 of the model year. A "new vehicle" for the purpose of this paragraph is defined as a vehicle in a new and unused con- dition. (2) To be in a thoroughly safe condition for the trans- portation of passengers. (3) To be clean and of good appearance and well painted and varnished. (5) Every taxicab shall be equipped with safety belts for all passengers in both front and rear seats. f�� (6) Every taxicab, except those operated solely upon the hour basis , shall be equipped with a taxi-meter in good working order, having a light, and sealed, and so placed as to enable the passen- ger at all times to see the fare registered when operating on the meter basis. 1Vo taxicab shall be operated except upon the meter or hour basis. f6� (7) There shall be conspicuously displayed in the compartment of the taxicab occupied by the passen- ger and on the outside right and left rear doors of the taxicab a printed card or sign showing the rate of fare charged, as hereinafter provided. f�� (8) The license inspector shall make, or have made, by competent inspectors , such examination and inspection before a license is issued. A license shall be refused to any vehicle found to be unfit or unsuited for public patronage. Section 2. This ordinance shall take effect and be in force thirty days from and after its passage, approval and publication. 2. Enclosed is a draft ordinance amending Section 376.09 so as to add a new clause No. 5, which reads as follows : "Every taxicab shall be equipped with safety belts for all passengers in both front and rear seats. " Each year prior to renewal of taxicab licenses all taxicabs are inspected to determine compliance with the ordinance. It will be at that time that the vehicles will be checked to make sure that they are equipped with the safety belts in both the front and rear seats for all passengers.
