99-78Council File # ° 1 � `-' l � Green Sheet # lo�s�� RES F Presented 1 W HEREAS,the Minnesota Legislature, under Minnesota Session Laws of 1994, Chapter 570, provided that the 2 City of Saint Paul may by ordinance require that a person be a resident of the City of Saint Paul as a condiUon of 3 employxnent by the City; and 4 WHEREAS, the Saint Paul City Council adopted a policy of encouraging residency for City employees 5 generally through the use of additional points on posirion exams in Chapter 27 of the City's Admiuistrarive 6 Code; and 7 WHEREAS, the Saint Paul City Council adopted a policy of requiring Saint Paul residency for City employees 8 who aze appointed in Chapter 27 of the City's Administrarive Code; and 9 WHEREAS, the Minnesota Legislature is considering the repeal of legislation allowing Saint Paul to require or 10 encourage residency of its employees in House File 133 and Senate File 107; and 11 WHEREAS, the Saint Paul City Council finds that there is a public interest served in maintaining a Saint Paul 12 residency requirement for high level appointees who have significant influence on the City's operation and 13 policy direction; now, therefore, be it 14 RESOLVED, that the Saint Paul Ciry Council formally requests that if the Minnesota Legislature deems 15 necessary the repeal of laws allowing the City to encourage or require residency of its employees, that provision 16 be made for continuing the Saint Paul residency requirement for employees who aze directly appointed by the 17 Mayor and/or City Council of Saint Paul.
