The committee is established for a specific period of t me and
will terminate upon completion of its charge. The char e is attached.

MAYOR'S POLICE/COMMUNITY RELATIONS TASK ORCE
Via a letter dated April 9, 1986, from the St. P ul Human
Rights Commission, a request was made to conduct a public
hearing on police/community relations. That hea ing was held
on May 8 , 1986. After reviewing the testimony o the religious
community, the citizens and in response to the c ncerns raised,
the Mayor proposed to establish a police/communi y relations
task force.
The charge of the Mayor' s Police/Community Relat ons Task
Force will be three-fold:
l. Internal Affairs Unit Complaints. �
Review and make recommendations regarding th method by
which IAU complaints are handled. This woul include a
review of existing practices, examining the niverse of
alternatives to current procedures and make ecommendations.
2. Affirmative Action/Civil Service System.
Review the history of Police Department appo'ntments and the
history of the City' s affirmative action att mpts since 1978 .
Review and recommend ways to improve recruit ent and prepa-
ration fo� testing of new hires and promoti n candidates.
Recommendations should be made based on that history and
alternatives for future action.
3. Human Relations/Community Relations Training.
Gather information about existing programs, eview and
recommend one or several programs.
Staff for the Mayor' s Police/Community Relations Task Force
will be: Jane McPeak, Deputy City Attorney, rep esenting the
City of St. Paul. McPeak will act as convenor f r the initial
meeting of the task force. The task force membe s will then
select the chair and vice-chair as the first age da item at the
initial meeting of the group.
A meeting room has been provided for six consecu ive Wednesdays ,
commencing June 4 , 1986 , at the City Hall Annex, 25 West 4th St. ,
St. Paul, Minnesota 55102 . The schedule and location follows:
June 4 - 9:00 a.m. , Room 1504 City Hall Annex
June 11 - 9:00 a.m. , Room 1504 City Hall Annex
June 18 - 9:00 a.m. , Auditorium, 15th Floor City all Annex
June 25 - 9:00 a.m. , Room 1504 City Hall Annex
July 2 - 9: 00 a.m. , Room 1504 City Hall Annex
