RESOLUTION TO RECOGNIZE THE RECONSTITUTIO
OF CITIZEN PARTICIPATION DISTRICT ��2
WHEREAS, the citizens of the City of Saint Pau ' s Citizen
Participation District �2 have completed a process f reorganization
under the guidance of Tom Watson and Associates , In . and the
City ' s Citizen Participation Coordinator; and
WHEREAS, it is the desire of the citizens of S int Paul ' s
Citizen Participation District ��2 to be formally re ognized by
the City of Saint Paul; now, therefore, be it
RESOLVED, that the Council of the City of Sain Paul
hereby reaffirms its recognition of Citizen Partici ation District
��2 as a district in good standing and capable of pr viding a
community forum; and be it
EURTHER RESOLVED, that Citizen Participation D strict ��2
be recognized to participate in citizen participati n and
planning acitivities; and be it
FINALLY RESOLVED, that Citizen Participation D strict �2

network.

RE: Reconstitution of Citizen Participation District 2
On December 28, 1984 a letter was sent from the Community D velopment Division
to the board of the Greater East Side Community Council (Di trict 2) informing
- them that the Corr�nunity Development Division was recomnendi g that their
remaining citizen participation funds authorized under Cit Council Resolution
No. 84-863 (6/84) be placed in a reserve account until acti n could be
taken to reorganize the citizen participation group in Dist ict 2.
Grounds for this �ction were: inade�!�at,� r:�-�chborhood co�n nication, a
history of poor personnel practices, �inadequate standards o office management,
and recurring organizational problems.
The Finance Committee of the City Council selected Tom Wats n and Associates, I�nc.
to serve as a consultant to assist in reconstituting Citize Participation
District 2. The full City Council approved Resolution No. 5-275 on
February 21, 1985.
A work committee made up of District 2 residents was formed to work along
with Watson and the Citizen Participation Coordinator. Thi group produced
bylaws which were discussed at three public meetings. Two esidents of
District 2 volunteered to refine these bylaw recommendation . The product
of their work was adopted by the citizens of District 2 in ttendance at
an organizational meeting, October 22, 1985.
New board members and officers were elected at the October 2 meeting.
This board has conducted citizen participation activities, articipated
in two training sessions, reached an agreement with the Eas sider newspaper
to assure publication of timely notice ard information and ave documented
personnel policies and procedures. Their financial managem nt is exemplary.

The District 2 Community Council has established goals and bjectives and

be submitted along with their '86-87 budget request.
Recommendation
�
The Division of Community Development is satisfied that the reconstituted
Citizen Participation District 2 is established to provide cort�nunity
forum, participate in citizen participation activities and lanning and
be part of the city's corr�nunication network.
We recommend that you forward this information on to the Ci y Council .
If you concur with these recomnendations we will forward th s letter to
the City Council and ask them to establish a date for a pub ic meeting
in District 2 to recognize reorganized District 2.
