Upon reviewing this project's Site Plan Review approval letter (d ted October 23, 1985), we noted that no qualification was made regarding these st ps. The site plan submitted and approved by the city showed no encroachment on the idewalk. However, subsequent studies of the basement structure beneath the steps, a d of exiting requirements, led to madifications in the step design. These mod'fications were issued on August 30, 1985 as an addendum, and a copy was sent to he Division of Housing and Building Code Enforcement. This amendment showed the present 1'10" encroachment on the sidewalk. We received no notification of an need to apply for � special permit for these steps until construction was well u derway. . In late February, we had the opportunity to review these ���ps w'th Mr. Hartley Thomas and Mr. Thomas Keefe of your office. We discussed the Ci y's concern that the steps not become a hazard for visually impaired pedestrians, and that the sidewalk remain wide enough ta provide adequate pedestrian passa e. We noted at that time our readiness to modify the step design and handrail d tails to insure that these concerns would be met. The enclosed drawings show th se modifications. On March 27, we reviewed this matter with rir. Robert Horrisberge of your office. At that time, we noted that, as stated in a letter addressed to r. Rich Thompson and dated March 7, we are proceeding with the completion of the construction of the steps as indicated on the attached drawings.
