WHEREAS; the residents of Dayton Avenue, Selby Av Inue and Hague
Avenue between Snelling Avenue and Saratoga Avenue; as ell as the
residents of Saratoga Avenue between Laurel Avenue and D yton Avenue have
submitted a petition for permit parking under Legislative ode 168; and
WHEREAS; The Council of the City of Saint Paul find that the
residential area adjacent to or near Snelling Avenue and Se by Avenue does
not have sufficient off-street parking to safely accommod te the residential
parking needs of the residents, and the parking needs of no -residents using
the commercial areas. The council further finds the freque t parking of
vehicles in this residential area by these non-residential u ers has created
residential problems of a safety, environmental and aesthe ic nature.
THEREFORE; to enhance the quality of life in resident 1 areas by
reducing noise, traffic hazards and litter; to reduce air poll tion and other
environmental factors, and to preserve the safety of childr and other
pedestrians; to preserve the character of this district as a esidential
district and to protect the residents of these areas from un easonable
burdens in gaining access to their residences;
NOW, THEREFORE, BE IT RESOLVED THAT the following arking
regutations shall be in effect in the residential area in and ound the

2. If, during the effective period of this non-resident arking control,
parking demand shifts to streets outside of the est blished parking
areas whereby non-resident parking exceeds 51 pe ent of the
available on-street parking space and thereby creat ng additionat and
substantial health and safety problems in the follo ing streets, the
Director of Public Works shall so notify the City Co ncil and request
that a public hearing be held for the purpose of cons'dering the
establishment of non-resident parking controls ove the following
streets. The director shall make his report to the ouncil, setting
forth his findings relating to the additional parking roblems,
together with his recommendations as to the area t be regulated and
conditions to be imposed. A public hearing shall be eld before the
Councii, following mailed notice to property owenrs adjacent to the
proposed streets or portions of streets to be affect d and also to the
affected District Councils, and if the Council concur in the need for
further regulations, the Council, by resolution, shatl designate the
additional non-resident parking streets, in accordan e with Chapter
168 of the Legislative Code. The streets which are onsidered to be
subject to this subsequent action are as foliows:

BE IT FURTHER RESOLVED; that an application for per its shall be on a
form provided by the director and shall contain the name an address of the
applicant, make model, and license number of the vehicle. o person shall
furnish false information in an application for a vehicle pe it. A false
application shall be grounds for denial or revocation of the ermit and is
punishable as a misdemeanor. r
A minimum non-refundable permit application fee of $10 s 11 be charged for
each residential and transferable visitor permit to cover c ts incurred as a
result of the implementation of residentiai permit parking.
Residents within the restricted area, at a cost of $1 for ea h permit, may
apply to the director for non-transferable and dated special event permits
upon a showing by the resident that, during the date and ho s for which the
permits are to be issued, the use of the permits shall be fo speciai events
consistent with the residential character of the neighborho d and other
provisions of law. The director shall determine the number of special event
permits to be issued and the hours in effect upon his deter ination that the
issuance of same would not unduly impair traffic safety no create serious
problems during the effective period of the permits.

Churches within the restricted area, at a cost of $1 for eac permit, may
acquire from the director transferable special event permit provided that
such permits shall be used only in conjunction with events ponsored by the
applicant church. The director shali determine the number and effective
period of the permits to be issued. Such permits shall not b required upon
advanc notice to the enforcement agency for extraordinary c urch events such
as funerals, memorial services, festivats or bazaars or wed ings, where
issuance of such permits would be impractical.
Persons who perform services, maintenance, repairs, or em gency assistance
for any resident at or very near any particular area in which parking is so
restricted are exempt from restrictions imposed by this cha ter, provided
that their exception terminates immediately upon the compl tion of services
or assistance as herein provided. Nothing in this section is tended to
prohibit a resident owner of these vehicles from obtaining r sidential parking
permits for same in accordance with the provisions of this apter.
In the event any of the permits issued under this chapter is 1 st, duplicates
shall be obtained from the director at a cost of $1 per permi , provided that
no such duplicate shall be issued unless and until the applic t has furnished
to the director a written statement under oath and properiy otarized that he
or she has lost the original permit. No person shall appiy fo a duplicate
permit unless the original permit has, in fact, been lost.

Nothing herein shall abrogate the scope of parking privileges granted
