The council further finds the freque t parking of vehicles in this residential area by these non-residential u ers has created residential problems of a safety, environmental and aesthe ic nature. If, during the effective period of this non-resident arking control, parking demand shifts to streets outside of the est blished parking areas whereby non-resident parking exceeds 51 pe ent of the available on-street parking space and thereby creat ng additionat and substantial health and safety problems in the follo ing streets, the Director of Public Works shall so notify the City Co ncil and request that a public hearing be held for the purpose of cons'dering the establishment of non-resident parking controls ove the following streets. The director shall make his report to the ouncil, setting forth his findings relating to the additional parking roblems, together with his recommendations as to the area t be regulated and conditions to be imposed. A public hearing shall be eld before the Councii, following mailed notice to property owenrs adjacent to the proposed streets or portions of streets to be affect d and also to the affected District Councils, and if the Council concur in the need for further regulations, the Council, by resolution, shatl designate the additional non-resident parking streets, in accordan e with Chapter 168 of the Legislative Code. Residents within the restricted area, at a cost of $1 for ea h permit, may apply to the director for non-transferable and dated special event permits upon a showing by the resident that, during the date and ho s for which the permits are to be issued, the use of the permits shall be fo speciai events consistent with the residential character of the neighborho d and other provisions of law. The director shali determine the number and effective period of the permits to be issued. Such permits shall not b required upon advanc notice to the enforcement agency for extraordinary c urch events such as funerals, memorial services, festivats or bazaars or wed ings, where issuance of such permits would be impractical. Persons who perform services, maintenance, repairs, or em gency assistance for any resident at or very near any particular area in which parking is so restricted are exempt from restrictions imposed by this cha ter, provided that their exception terminates immediately upon the compl tion of services or assistance as herein provided. Nothing in this section is tended to prohibit a resident owner of these vehicles from obtaining r sidential parking permits for same in accordance with the provisions of this apter. In the event any of the permits issued under this chapter is 1 st, duplicates shall be obtained from the director at a cost of $1 per permi , provided that no such duplicate shall be issued unless and until the applic t has furnished to the director a written statement under oath and properiy otarized that he or she has lost the original permit.
