WH ,REAS, Section Bill No. 1580 would establis uniform standaras
for set ing fees in both civil and criminal cases, se� a maxirnum
fee of 75 per hour, and eliminate the u�e of �onu es anc� mul��ipliers
in calculating awa�ds of a�torney' s feeso and
4JHFREAS, the St. Paul Ci�y Council believes -t at -reform is
needed -w limit claims agains� rnunicipalities and th award o� a't�orney' s
