April 8, 1986. He welcomed tl�e appellants and explained the
� procedures and c7oals of the board, stating that th hoard is here

problems.

fZon Gl�ssman, stated he received a phone caii from Alice Bi ,jjani ,
wF�o is now working for the City Ordinance Departme t. There are
proposed cl��anges in two ordinances. One of these changes is in
Urdinance l8. 0'L, in cases of condemnation, they ave 3U days to
file an appeal , they want to revert back to 0 days on a

second ordinance is �ertaininq to filing tees . Alice Bi ,jJani was
called by tw� City Council members asking why the ees for filing
are so low, Zoning has a filing fee ofi $%5. U0 and iling fee for
the Board of Appeals is $IU.UU. Fton Glassman, feels that most of
the cases that corne befiore the board are hards ip cases and

code requirements for light and ventilation in the basement for
eqrees . "Ihis must either be vacated or alteratio s be made to
brir�� up �to code. A letter dated January 8, 1986 fr m Division of
N�.�blic Heaitri gave the ap�ellant till April 1 , 19 6, at whfch
time the violations were to be corrected upon reins ection. There
are no kitch�en facilities in the basement, th se are only
sleepin� rooms . If corrections are not made by July lst, 1986,
after that no one rnay live in the basement.

systems. Appellant stated tt7at in the past year a addition was
adcied to the r�uuse. Permits were pu 1 1 ed for th i s pro,ject they
were finalized in Uecember 1985. Both of these c de violations

acidition. Uur concern is that, why were these item not cited at
tha� time. 1`he cost is $ZUU. UU per door; and $1 , 85.UU for the
fire alarm system. Appellant fieels that tf�ere is discrepancy
between Buildine� Departm�nt and Fire and Safety Di isfon as far

two di�fferent cades. We feel that the alarm syste that has been
instailed now does meet the Electrical and Buildin Codes. We do
r�ave battery operated smoke detectors in each bedr om; also srnoke
det,�ctors in each hallway near the bedrooms tr�at re hard-wired
and �'inter-connected.

r�ouse and every rooming house under the fire code does require a
fire �larm system and f-� ire doors. '1he doors hat the fire
department refiers to is in tt�e laundry, furnace an storage rooms
have to have self-closing hydraulic self closer. Appellant will
be insta) lin_y fire rated doors , but must have an extension of
time.

alternative was to try and work out a suitable plan on the

stairway and the contractor states that there is no roorn for
changes .

Appeliant said the building was sold in May, then g t it back the
last owner neqlected it and appellant had to fix 1 up. First
and second filoor had to have all new radiators bec use they were
ali busted. Ap�ellant put in baseboard heatin . Appellant
remodeled the entry a�ays. �i�his was very costly and appellant can
not afford to spent more money in this place.

P�lUCEEDING5:__ Appellant is withdrawing the request or a variance
an the escape windows , in Apt 36 at 170 5ummit A e. Appeilant
plans on •doing the work.
In regards t.o escane windows at 344 W. 6th 5t. Thi unit used to
be a s�ore, since it was vacated some years ago ppellant has
made a rer►tal unit of this. Wirinc7 and Plumbing w s brought up
to code permits were taken out and approved. �The scape windows
� in this unit can be remedied by removing the wall i the bedroom,
make that a living room, put in a door way in th living room
therefore make this an escape door. Another item .hat needs to
be corrected is a suspended ceilinq. Appellant t lked to the
inspector in Eluilding Oept, they feei there is no problem with
this as the Vuilding in a s�lid masonry construct on. Ceiling
over� this unit is clay tile ceilings . Pat Fish, F 're Prevention
Bureau states the ceilinq tile is not in gaod sha e, some are
loose. Barb Franklin, in a letter dated March 6, 1986 states
that the ceilinq above the dropped ceiling in deteriorated
condition, plaster falling off ceiling. A�pellant would like to
ask for and extension ofi time to repair the ceii ng and then
change tF�e wall in the unit and create an e cape window.
Question was raise whether to add additional unit r to remodel
exist.ing commercial t� residential requires zon ng approval .
Appellant stated this has been approved.
