WHEREAS , Nordquist Sign Co. applied for a ign variance
under the provisions of Section 64.409 of the Sain Paul Legis-
lative Code to the Planning Commission of the C ty of Saint
Paul for the purpose of allowing five signs to each project
three feet on property located at 376 Jackson treet, Saint
Paul , Minnesota, and legally described as Lots , 7 , 8 and
9, Block 13 , Whitney and Smith' s Addition and Lo s 1 through
12, Block 9, of said Addition; and
WHEREAS , following a public hearing with notic to affected
property owners the Planning Commission by its R solution No.
86-13 adopted February 28, 1986 denied the said application
for variance of the provisions of the sign ordinance ut permitted
the applicant to retain a directional sign over he entrance
to the public parking ramp on Fifth Street under t e parameters
of the City' s proposed Pathfinder Signage Program is determined
and the program implemented based upon the follow'ng findings
of fact:
(1) Variances of sign regulations may be approved by
the Planning Commission if there are unusual conditio s pertaining
to the building or lot and in this case the applican has failed
to provide evidence of unusual conditions which w uld justify
hardship and variance.
(2) Section 66.201 (1 ) states that no sign shal be erected
where it may mislead or confuse traffic. Two of he proposed
signs on Sixth Street are 30 feet apart, their co tent is not
of a public information nature. Signs which are clo ely spaced,
contain information of interest to a small populati n yet appear
visually identical in color, logo, size , to the pro osed public
parking sign may act to confuse or mislead traffic a d therefore
be a detriment to the public safety.

(3) Galtier Plaza is located in the Lower own Heritage
Preservation District. Structures there are distinguished
by their boxy profiles . The signage on buildings in this area
is generally facade or window type which does ot interfere
with the boxy element of the buildings. A ho izontal sign
reinforces the mass and the scale of the historic st uctures .
(4) There are alternative ways to attach th signs which
will be consistent with the code and which will pr ide adequate
access to the sign information.
(5) Only one sign, located on Fifth Street, is a public
parking sign and all other signs are for a limited a ience.
(6) The signs are inconsistently attached to the building
and at a height which would be blocked by street tree foliage.
WHEREAS, pursuant to the provisions of Se tion 64. 205
Norquist Sign Co. duly filed with the City Cler its appeal
from the determination made by the Planning Commissi n requesting
that a hearing be held before the City Council for the purpose
of determining whether the actions of the said Planni g Commission
were proper and correct; and
WHEREAS , acting pursuant to Sections 64.205 t rough 64.208
and upon notice to appellant and other affected pr erty owners
a public hearing was duly conducted by the Cit Council on
April 17, 1986 where all interested parties were gi n an oppor-
tunity to be heard; and

and having considered the variance application, the report
of staff, the minutes and findings of the zoni g committee

Dear Sir:
On February 20, 1986 the Zoning Committee of the Planning Commissio held a public hear-
ing on this variance. The petitioner testified. At the close of the public earing, the Com-
mittee voted 4 to 0 to deny the variance application.
On February 28, 1986 the Planning Commission upheld the Zoning Com ittee's recommenda-
tion on a unanimous voice vote.
This appeal is scheduled to be heard by the City Council on April 17, 19 6. Please notify me
by April 15, 1986 if any member of the City Council wishes to have slid of the site
presented at the public hearing.

A. PURPOSE: To seek a variance from the maximum projection of 12 inche permitted by the
sign regulations in a B-4 zone to a proposed projection of 3 feet for each f five directional
signs.
B. PARCEL SIZE: Approximately 300' on Sibley X 423' to equal 126,000 sq are feet or 2.92
acres.
C. EXISTING LAND USE: The block is developed as Galtier Plaza, a mixe commercial-
residential development.

E. ZONING CODE CITATION: Section 66.207(3) states: "Signs shall be per itted to project a
maximum of 12 inches over public sidewalks and rights-of-way from the building line."
Section 66.409 states: "The Planning Commission shall have the authority o grant variances
from the strict applications of this chapter for unique signs or unusual c nditions pertaining
to sign needs for specific building or lot, provided such signs would not e contrary to the
general intent of this chapter, would not create a hazard, would not viol te Minnesota State
Statutes for rules and regulations developed pursuant thereto, would not e objectionable to
adjacent property owners, would not adversely affect residential propert through excessive
glare and lighting and provided that the signs would be in keeping with he general character
of the surrounding area. The Commission may not grant a variance that ould permit the
sign within a zoning district which is not otherwise permitted in that zo ing district under
the provisions of this chapter."
F. FINDINGS:
1. Applicant proposes positioning five directional signs, 4'3" X 3' each, djacent to the Gal-
tier Plaza vehicular entrances on Fifth and Sixth Streets. Each sign ould include the
Galtier logo, a directional arrow and other information (see attachm nt).
2. Variances of sign regulations may be approved by the Planning Com ission if there are
unusual conditions pertaining to the build:na or !3t ._:hich cr�;�tes z ardship to comply
with the strict provision of the zoning code. In this case, the applic nt has provided no .
evidence of unusual conditions which would indicate hardship.
3. Fifth and Sixth Streets carry significant levels of east-west traffic t rough the city. The
addition of a directional sign which would promote new public par 'ng facilities could
improve traffic circulation and safety.
4. Section 66.201(l) states that no sign shall be erected where it may m lead or confuse
traffic. Two of the proposed signs (9B and ]OB) on sixth street are 0 feet apart and their
content is not of a public information nature (see attachment). Sign which are closely
spaced, contain information of interest to a small population, yet ap ear visually
identical--in color, logo, size--to the proposed public parking sign m y act to confuse or
misiead traffic and therefore be a detriment to public safcty.

5. The signs on Fifth Street are attached to the building at inconsistent h ights. Moreover,
the street tree foliage will block the signage from vehicles moving east
6. There are a variety of alternatives to the proposed sign placement whi h would not
require a variance and which would be more effective than the propos d placement (see
attachment).
7. Galtier Plaza is located in the Lowertown Heritage Preservation Distri t. The structures
there are distinguished by their boxy profiles. The signage on buildin s in this area is
generally facade or window type which does not interfere with the bo y element of the
buildings. The Heritage Preservation Commission has approved the si ns because (1)
plans were approved for the building prior to designation; and (2) the igns are on new
construction. �
8. The signs do not violate Minnesota Statutes or rules and regulations.
G. STAFF RECOMMENDATION: Signs, at best, should increase the ability the viewer to shut
off undesired messages or to get more information which can be tailored t his/her needs.
Signage directly affects efficiency and safety of traffic flow and is critic 1 to the viewer's
orientation. Signs help to enable the receiver to understand the basic stru ture and function
of the city. Thus, public and private signs can be seen to form an environ ental information
system which necessitates a public effort to establish priorities and param ters.
Prior to the adoption of the sign regulations and their subsequent amend nts, St. Paul ex-
perienced a plethora of projecting signs that were detrimental to the imag of the city. While
some offensive signs may yet remain, and the types of downtown business s have changed
(necessitating different sign requirements), it cannot be argued that the vi ual impact of
downtown signage has greatly improved during that time. Therefore, any variance of the sign
regulations must be critically analyzed in the context of the individual ca e to the environ-
mental information system established by city policy.-
In this case, Galtier Plaza signs were designed by a sign consultant, reflec the logo and color
scheme of the project and do not initially appear out of scale with the ma sive quality of the .
building. However, appearance alone of the proposed signs should not obs ure the intent, and
subsequent results, of the zoniag code nor the requirements for variances hich demand a sig-
nificant indication of hardship. At the same time, the Planning Commissi n must examine the
need to reduce motorist's confusion and the perception that downtown is difficuit space to
negotiate.
The staff has developed a draft comprehensive downtown signage progra called the Path-
finder Signage Program. The section which relates to public parking is at ached. This
program is designed to reduce motorist confusion and heighten awareness f public parking
facilities by establishing a uniform parking sign design which would be 1 cated on or at all
public use parking ramps, lots and garages. If the sign regulations are to e varied for park-
ing ramp signs, then the signs should conform to a specified and uniform esign. The Plan- '.
ning Commission has endorsed the Pathfinder Signage Program; other int ested groups are
reviewing it and working with Planning staff to determine its implement tion.
H. STAFF RECOMMENDATIONS: Based on findings 2, 4, 5, 6, and the staf analysis, staff
recommends denial of this sign variance request. However, to facilitate p blic perception of
available parking at Galtier Plaza, it is further recommended that the ap licant be permitted
to retain the directional sign over the entrance to the public parking ram (designated lOC on
the site plan) until the parameters of the city's proposed Pathfinder Signa e Program is
determined and the program is implemented.

� . DESIGN
The signage proposed in the Pathfinder Program is designed t meet these
objectives:
1. The signs must lead the motorist through a hierarchy of ecisions, from a
downtown entrance, to an identified area, to a specific acility, and then
to a parking ramp available for public use.
2. The signs should distinguish areas from one another and einforce
identification of facilities with their respective area ocations.
3. The signs must be easily recognizable and understandable from a distance
adeyuate for decision-makiny.
General Recommendations ,
1. Four types of signs shall make up the hierarchy:
a. area signs
b. facility signs
c. parkiny direction signs
d. parkiny facility signs ;
2. The area and facility signs shall be color-coded to area. No logos are
recor�nended. Proposed colors are:
a. Rice Park Area - olive yreen
b. Central District - dark blue
c. Lowertown - buryundy
d. State Capitol - dark brown (existing Capitol area si naye color)
3. In addition to color, shape and graphic elements of the iyns shall be
distinct from traffic signs. Serif lower case letteriny is recommended
for its distinctive and readable style.
Field tests will assure readability.
Specific Design Recommendations
1. Area Signs
The general design of the proposed area direction signs 's shown in Figure
2. These siyns will direct the motorist to the desired rea of downtown.
In addition to the direction signs, a few area arrival s'yns will be
placed where doing so assists in orienting the motorists.
The area signs will be white lettering on colored backgr und.

The destination facilities themselves are adequately si ned and there
appears to be no need for additional arrival signage to be included in the
Pathfinder system.
3. Parking Direction Sign
The parking direction sign, shown in Figure 4, will dir ct the motorist to
parking ramps available for public use. These would be posted separately
from the Pathfinder signs.
4. Parking Facility Sign
The parkiny facility sign itself (Figure 5) repeats the design of the �
parkiny direction sign, but will be mounted on the exte ior of the ramp
near its entrance and be internally illuminated.
Both parking signs are designed with a standard "P" in hite within a blue
circle, on a contrasting brown background.

The signs, generally designed as recomnended above, are to located within
downtown� according to these guidelines:
1. The system shall mark paths from all likely downtown en rances to all
areas, rather than being limited to the preferred �entra es proposed in
the freeway component of the Program. The more complet system will serve
multi-purpose trips, provide back-up for false turns, a reinforce the
spatial relationship among Lhe three areas.
2. Along the paths, signs will be located at decision point . The system
initially directs the motorist to one of the downtown a as, and then,
once in the area, to specific facilities.
The one exception to this convention is the Civic Cente� which is a major .
traffic generator and needs broader exposure. Facility igns for the
Civic Center will be located along with the Rice Park Ar a signage.
3. Specific location for area, facility and parking directio siyns shall be
chosen based upon field surveys of sight distance, compet ng signs and
signals, and availability of poles for mounting.
4. Parkiny facility signs shall be located at all ent�ances f all parking
ramps available for public use.
Location Recommendations
1. The recommended pathways upon which the sign locations ar based are
shown in Figures 6, 1 and 8.
2. The decision points at which siyns are indicated are inde ed in Figure 9.
Appendix A lists the siynage content proposed at each loc tion.
IMPLEMENTATION RECOMMENDATIUN
1. PEO Oesign and Public Works staff will field test to finalize design and
survey intersections to refine locations.
2. The City will produce, install and maintain the area, fac lity and parking
direction signs.
3. The Downtown Community and parking ramp owners will produ , install and
maintain the illuminated parking ramp signs. The posting f the facility
sign should be made a regulation of licensing.

However, the Planning Commission has determined that the directional si over the public
parking ramp on Fifth Street may be retained until the City's proposed pa hfinder Signage
Program is implemented.
You may appeal the decision of the Planning Commission to the City Cou cil by filing
an appeat application by March 18, 1986. The application is available fro this office and
would require a fee of 180.00.

1. Varianccs of sign regulations may Uc approvcd by the Planning Commi ion if there are
unusual conditions pertaining to the Uuilding or lot. In this casc, the a licant has provided
no cvidencc of unusual conditions which would indicate hardship.
2. Section 66.201(1) statcs that no sign shall bc erectcd where it may misle d or confusc traffic.
Two of the proposcd signs (9B and lOB) on S;xth Street arc 30 fect apar ; thcir content is not
of a public information nature. Signs which are closely spaced, contain information of inter-
est to a small population, yet appear visually identical--in color, logo, si e--to the proposed
puUlic parking sign may act to confuse or mislcad traffic and thcrcfore be a dctrimcnt to
public safcty.
3. Galticr Plaza is locatcd in thc Lowcrtown Hcritage Preservation Distric . The structures there
arc distinguished Uy thcir Uoxy profilcs. The signagc on Uuildings in th s arca is gcncrally
facadc or window typc which docs not intcrfcrc with the Uoxy elcmcnt f thc Uuildings. ln
fact, a horizontal sign rcinCorccs thc mass and thc scalc of the historic s ructures.
4. Therc are altcrnative ways to attach the signs wliich would be consisten with the code and
which would provide adequatc access to xhe sign information.
5. Only onc sign, located on Fifth Street, is a public parking sign, all other signs are for a
limited audiencc.
6. The signs are inconsistcntly attachcd to the Uuilding and at a height wh ch would be blocked
by strcct trce foliagc.

The applicant was present. There was no opposition present at the hearing. istrict 17'sent a let-
ter which stated that a motion to grant the variance failed at the Council.
Ms. Datsko showed slides of the site. She said that this case was laid over on the request of the
applicant. She reviewed the presentation that Mr. West, Design and Enginee ing Division gave at
the meeting held on January 16. She showed the committee illustrations sho ing the locations of
the signs. She stated that the signs wcre not consistently placed on the build ng, that thcre were
alternate ways to attach the signs to the building which would not require a ariance, and that the
signs were difficult to read and would be blocked by the street trees' foliage
Mr. Lanegran asked if the applicant has seen the alternate locations that the igns may be placed.
Ms. Datsko stated no, that they were distributed at the January 16 meeting, ut the applicant was
not present.
Mike Conlan, project manager for Galtier Plaza, representing the applicant, tated that these signs
were critical for showing the location of the service entrance, contract parki g, public parking
and the drop-off entrance. He said that approximately 25-30 vans a day use he service entrance.
He said he feels the sign consultants were too conservative in requesting tha the signs only
project 3 feet, that they should probably project further. He said it would b a mistakc to mount
� the signs on columns, that they would be lost. He said it is very important t at people be able to
find where they want to go. He said that he would like the sign variance ap roved to avoid dif-
ficulty with heavy traffic. He said that placement is the main concern, and o would be willing
to review Mr. West's suggestions, but that the signs are very important for co venience and safety. .
Hearing no further testimony, Mr. Pangal closed the public hearing portion f.the meting. �
Ms. Summers moved denial of the sign variance based on findings 3, S, and and the staff
analysis and further recommended that the applicant be permitted to rctain he directional sign
over the entrance to the public parking ramp until the parameters of the cit 's proposed Path-
finder Signage Program is determined and the program is implemented. Ms. orton seconded the
� motion. Mr. Pangal asked if the Traffic Division of the Police Department ad any comment. Mr.
McGuire stated they did not. The motion passed on a roll call vote of 4 to 0.

The applicant was not present. There was opposition present t the hearing.
Donna Datsko showed slides of the site and stated that wf�ethe or not the
siyns are attractive is not the issue. One of the objectives to consider is
the hardship.
Mary Krueger, 245 E. 6th St., Downtown Community Development ouncil (OCDC) ,
stated that DCDC discussed Nordquist Sign Co, at their Decemb r meeting. They
are concerned that if the variance is approved, they are yoin to have similar
requests in the future. They do not find any evidence of har ship or
indication that the signs need to be nonconforming.
Mr. Pangal questioned Ms. Krueger that at the DCDC meeting a otion of
approval was recomnended but voted ayainst. A denial was not brouyht up for
vote again. Ms. Krueger answered that this was true.
P�r. West showed pictures of the Nordyuist signs that he had t ken. He stated
that the signs are invisible because of their placement, espe ially in
relationship to the trees and they are difficult to read from a moving
vehicle. He stated that the signs are not consistently attac ed to the
buildiny and there is no need to project the sign out. If he had been
contacted about the signs he would have recommended something different. He _
stated that he is involved with the City's Pathfinder Signage System. He
explained that the system will help direct people, especially to parking. He
showed a model of the circled P (parking sign) to the Cornnitt e. He stated
that the circled P would be identification on the public park ng buildings and
that the signs would be universal throughout the City. The circled P sign
would be up to 3' in diameter depending on the building size.
Mr. McGuire asked Mr. West how far the circled P sign would p oject in the
right-of-way. Mr. West answered between 18 to 23" and that t ey would be
mounted above head level .
Mr. Pangal stated that Nordquist Sign Co. has asked for a lay ver.
Hearing no further testimony, Mr. Pangal closed the public he ring portion of
the meeting.

recommendation for denial .
Mr. Steve Hertz, 312 W. Lake St. , stated that Nordquist ackno ledges they were
wrong in putting up the overhanging signs. The intent of the signs is to make
the public parking easily visible. Galtier Plaza covers one hole block and
the signs would aide the public in finding them.
Ms. Tracy asked if the signs say anythiny else besides parkin . Mr. Hertz
answered that they do. One example is 'drop-off entrance' .
Ms. Tracy asked if the signs could be flush with the building Mr. Hertz
answered no because a person driving in an automobile would n t be able to see
the signs if they were flush with the building above the open'ny.
Ms. Tracy asked if Mr. Hertz was concerned with people drivin into the wrong
openiny. Mr. Hertz answered yes.
Mr. Levy stated he thinks the kind of signage used in front o Dayton' s would
be a good approach. Mr. Hertz stated that the designer tried to work on
somethiny that was pleasiny to the building. .
Ms. Tracy stated that St. Paul is trying to be consistent wit their skyway
and signage systems. She believes the parking signs should b consistent.
Mr. Pangal asked Mr. Hertz if the company would be willing to remove the
overhanging signs. Mr. Hertz stated that he could not answer for Galtier
Plaza.
Mr. Galles stated that he feels the signs are already up and els they look
great. He believes the city's parking signs look bad after al the work they
did on them. �

Mr. Pangal stated that the letter from the district was very v gue. He agreed
with Mr. Galles that the signs look great. He is always heari g of the lack
of parking downtown. He would rather see signs that are pleas ng to the eye
than the signs the City has, although he would like to see uni orm signs in
downtown.
Mr. Levy stated that he is concerned about DCDC and agrees wit their comment
in their letter that if this was approved it would make it har for them to
enforce the ordinance in the future.
Ms. Tracy stated that the signs do not relate to the architect re in the .
Lowertown area.
Ms. Zieman stated that she likes the city parking signs that a e on the
sidewalks and does not feel they clutter the sidewalk.
Ms. Tracy stated that they have to be there and eventually peo le will get use
to seeiny the city parking signs.
Ms. Tracy commented on finding no. 1 and asked if the signs we e already up.
Ms. Datsko answered yes.
Mr. Seyal stated that it is not the size of the sign but the f ct that it
overhanging on the sidewalk.
Ms. Tracy stated that she feels the signs should be consistent regarding
parking downtown.
P4r. McGuire stated that the signs say the same thing on each s'de but it is
only a one-way street.
Ms. Zieman questioned the reason for a sign variance. Mr. Mc ire stated that
there is competition between businesses. The overhanging sign add visual
clutter to downtown. There use to be alot of them but with t new zoning
codes most of them were removed. The building was built right up to the
right-of-way. The City has vacated some of their right-of-wa .
Ms. Tracy stated that there needs to be more discussion with wertown and
other interested groups pertaining to signage.
Mr. Galles moved to layover the case until the City's Pathfin r Signaye
project is complete.
Ms. Segal asked if the City's Pathfinder Signage project invol es signs on the
buildings. Mr. McGuire stated that no, it involves free stan ing signs. Mr.
Segal stated that the Committee should not concern themselves ith the
aesthetics. What is related is the uniqueness of the buildin . He questioned
if the sign is in violation of the existing zoning code varia ce. Mr. McGuire
answered that yes it is. Mr. Segal stated that legally the sign should be
removed.

Mr. Pangal asked Mr. Hertz what a layover would do to the com ny's timeline.
Mr. Hertz questioned on what basis the case was being heldove . Mr. Pangal
stated that the siyn ordinance does not permit overhanginy si ns, DCDC's
denial letter, more interested groups should be contacted and he zoning staff
should converse more about the matter. Mr. Hertz answered th would not be a
problem if the overhanging siyns could remain intact. ,

Do:vntown Sain: Paul has long suffered from an image problem which h s discouraged
visitors and remains a constant source of confusion. The tales of confu ed motorists
are too often true and changes must be made to improve the motorists u derstanding
of downtown.
Impending changes in roadway access downtown plus the recent revival f downtown
entertainment make this an opportune time to change our image. The d velopment
of Town Square, the Ordway Music Theatre and Union Depot Place (amo g many
others) have enticed people into downtown that have been away for som time. .
In addition, construction of I-35E and reconstruction of 1-94 will greatly mprove
access into downiown. The combination of these two elements comes a! ng once
in a lifetime. .
In response, the City proposes the Pathfinder Signage Program. The Pco ram consists
of five basic elements:
• Division of downtown into four identifiable sectors (see Map, Pag 2);
• SignaRe from the Interstate Highway System to downtown;
• Signage on major arterials;
s Signage to major public facilities; and

�Public Parking Si�na�e on appcopriate parking ramps;
This system allows the motorist to key on one sector of downtown, get o f the freeway
at ihe appropriate exit and then follow signs to the most convenient par ing.
A. FOUR DOWNTOWN SECTORS
The four sectors (Central Business Area, Civic Center Area, Lowe town Area
and Capitol Area) already have some identity. Directing someone o the
Science Museum would be as easy as "...from Minneapolis, take the exit marked
'Central Business Area', follow signs to the museum and park in th ramp with
the public parking 'P' " . The cornerstone of ihis concept is to get reeway and
arterial signage which clearly and consistently identi�ies these sec ors.
B. FREEWAY SIGNAGE
As part of freeway construction/reconstruction, signs should be co structed
which identifies these fouc sectors (see Interstate Signage sketche ).
C. ARTERIAL SIGNAGE

D. SIGNAGE TO MAJOR PUBLIC FACILITIES
These signs should be placed at various points in each sector. Th y should
identify public facilities (museums, government buildings, princi 1
downtown parks) and public parking ramps (see Public Facility Si ns sketch).
PUBLIC PARKING SICdVAGE
On parking ramps available for public use, clear and uniform sign ge should
be installed. If the ramp serves a major facility (e.g. Town Squa ) the
signage should identify the ramp as such. The cost for the sign, ts .
installation and maintenance should be borne by the ramp ownec see Public
Parking Signs sketch).

Dear Mr. Pangal : �
The Board of Directors of the Downtown Community Dev lopment �
Council met this morning and considered the request y Nordquist
Sign Company for a sign variance at 376 Jackson Stre t.
Brief presentations were made by Steven Hirtz of Nor quist Sign
Company and Charles McGuire of the city ' s Zoning Sec ion. The
issue generated much discussion both for and against the granting
of the variance . It was moved to recommend granting he sign
variance to the sign company. However, the motion fa led to gain
approval with 9 voting in favor and 13 against the r commendation.
Two membexs abstained from voting. The general conse sus was that
to "open the door" to such a variance would weaken t e ability to
enforce the code in the future and significant "hard hip" was
not evident in this case.
